Create exactly one approved test case and link it to its source story/requirement.

## Budget

- Execute from structured approved spec only.
- Use Zephyr/test-management MCP when configured.
- No editing spec content.

## Steps

1. Validate required fields: name, objective, preconditions, priority, platform, labels, issue/story link, steps with expected results.
2. Create test case.
3. Add ordered steps.
4. Link TC back to source issue/story.
5. Return created key and link status.
