Restart only after explicit scope authorization covering that hostname, an active authorization window, exclusions, expected observation, approved tool/credential/network/logging controls, and cancellation support are verified.

Evidence required before proceeding: `engagement_scope_ref`, authorization and allowlist, runtime-control attestation, timestamp, source, redacted observation, limitations, evidence references, and accountable owner. Submit the result for independent adjudication.
