- the intended behavior was encoded before implementation,
- the failure condition is reproducible,
- the regression will be caught again later,
- the check can run consistently in CI.
The correct TDD path is to express the endpoint behavior in an automated failing test, confirm the failure is for the expected reason, implement the smallest code change to pass it, and then keep that test as permanent regression protection. Manual testing can be a useful supplemental check, but it is not a substitute for failing-first automated evidence.
