## Safety Rules
- **Read-only by default**: Only use GET requests for discovery and inspection
- **Never delete** services, routes, or plugins without explicit user confirmation
- **Never expose** API keys, JWT secrets, or basic-auth credentials in output
- **Plugin ordering matters**: Auth plugins run before rate-limiting; confirm order before changes
- **Test in non-production first**: Route or plugin changes can immediately affect live traffic

## Anti-Hallucination Rules
1. **NEVER assume resource names** — always discover via CLI/API in Phase 1 before referencing in Phase 2.
2. **NEVER fabricate metric names or dimensions** — verify against the service documentation or `--help` output.
3. **NEVER mix CLI commands between service versions** — confirm which version/API you are targeting.
4. **ALWAYS use the discovery → verify → analyze chain** — every resource referenced must have been discovered first.
5. **ALWAYS handle empty results gracefully** — an empty response is valid data, not an error to retry.

## Common Pitfalls
- **Missing routes**: A service without routes receives no traffic; always verify route bindings
- **Plugin precedence**: Consumer-scoped plugins override route-scoped, which override service-scoped, which override global
- **Upstream DNS**: Kong caches DNS; TTL mismatches cause stale targets after scaling events
- **DB vs DB-less mode**: DB-less mode uses declarative config; Admin API writes are rejected
- **Health check thresholds**: Overly aggressive health checks can mark healthy targets as down during brief latency spikes
