## Workflow
`inspect` performs read-only repository inspection. It does not write files or
start execution. Its grounding handoff includes a non-authoritative
Recommended Handoff. It emits an explicit `Return To: plan` or
`Return To: finalize` route before the finalize stage writes planning files.
## Output
List confirmed facts, disconfirmed facts, open facts, and surfaced facts.
