# Electronic Records Acceptance by FMCSA
FMCSA accepts electronic records under most circumstances. Specific format requirements per § 390.30.
## Acceptable electronic formats
- PDF (most common)
- Original digital format (Word, Excel, etc.)
- Image scans (TIFF, JPG, PNG)
- Database extracts
- ELD-generated (specific format per § 395.20)
## Required characteristics
- **Legible**: clearly readable
- **Searchable**: organized so inspectors can find specific records
- **Available**: producible within reasonable time
- **Complete**: no missing pages or partial documents
- **Unaltered**: same content as the original
## ELD-specific requirements
- ELD records in the eRODS XML format per § 395.20
- Driver edit history retained
- Original entry retained
- Annotation reasons retained
## When paper is required (or preferred)
- Some inspectors prefer paper
- Some state DMVs request paper
- Driver's medical card original may be required
- Annual physical exam reports often paper-based
## Electronic record systems
- **Cloud-based**: SaaS document management (Compass, Foley, JJ Keller, etc.)
- **On-premise**: local server-based document management
- **Hybrid**: cloud + local backup
## Backup + redundancy
- Maintain backups (recommended weekly)
- Test restore procedures
- Have offline copies of critical documents
- Cloud-based systems typically include backup
## Access during audit
- Compass + similar systems: web interface, instant search
- File-share systems: organized folder structure
- Email + email attachments: searchable but slow
## What auditors don't like
- Disorganized file systems (folders without naming convention)
- Scanned documents missing pages
- Records that can't be produced quickly
- Records in non-standard formats
