# Fuel Management and MPG Optimization
Fuel is the #1 or #2 cost center for every motor carrier (typically 25–35% of operating cost per mile). One full MPG improvement on a 130,000-mile/year tractor at $3.80/gallon diesel saves ~$8,000 per truck per year.

A driver scoring 80% on these levers vs a driver scoring 50% delivers 1.0–1.5 MPG difference. That's $8K–$12K per truck per year — bigger than most safety bonuses.

## Fuel-purchasing strategy
### Fuel surcharge (FSC)
FSC is a separate line on the rate sheet that adjusts weekly based on the DOE national diesel average. Standard formula:
`FSC ($/mile) = (Current DOE Price - Base Price) / Target MPG`
Example: DOE = $3.80, base = $1.25, target MPG = 6.0 → FSC = $0.425/mile
Always pursue separate-line FSC. Carriers that "build fuel into the rate" lose money on every price spike.
### In-network vs out-of-network purchasing
Most carriers run a fuel-card program (Comdata, EFS, Wex, RTS, etc.) with negotiated discounts at major stops (TA/Petro, Pilot/Flying J, Love's). Discount: typically $0.04–$0.10/gallon off cash retail.
A driver who fuels off-network at convenience stations: $0.30–$0.50 per gallon overpaid.
### State tax arbitrage (IFTA)
Buying in low-tax states (TX, MO, OK, WY) vs high-tax (CT, PA, IN) doesn't save money since IFTA settles tax based on miles driven per state, not where fuel is purchased. But:
- Buying in low pump-price states **does** save (taxes are separate from retail price)
- Truck-stop chains post both pump price and cash price — drivers should use cash price
## Idle reduction
Idle = 0 MPG. A truck idling 8 hours per night burns 0.8 gallons/hour × 8 = 6.4 gallons = $24/night × 300 nights = **$7,200/year per truck**.

Most state anti-idling laws cap idling at 5 minutes (CA, CT, MA, NJ, NY, PA, etc.). Fines $300–$25,000 per violation. Compliance with idle laws is a separate value driver from fuel savings.
## Speed and MPG curve
For every 1 mph over 55, MPG drops ~0.1. A fleet running 70 mph vs 62 mph loses ~0.8 MPG. At 130K miles/year, that's $4,200/truck of pure speed cost — before insurance and CSA implications.
Top-quartile carriers cap road speed at 62–65 mph electronically.
## Scorecard metric: Fuel Economy Index (FEI)
`FEI = MPG / Average MPG of fleet × 100`
A driver scoring 110 is 10% above fleet average. Pay safety/fuel bonus on FEI tiers (e.g., 105+ tier 1, 110+ tier 2, 115+ tier 3) — drivers self-select into the efficient cohort.
## Common mistakes
- No driver-level MPG tracking — fleet rolls up but individual coaching impossible
- Bonus tied to MPG without normalizing for lane (mountain vs flat) and load (heavy vs light)
- Trying to save MPG by under-inflating tires (raises rolling resistance and shreds casing)
- Buying APUs without enforcing engine-shutdown rules in driver handbook
- Letting electronic speed limiter creep up "for retention" then losing money on fuel
