# DQF Re-Up for Returning Driver After Long Absence
Drivers returning to CMV operation after extended absence (1+ years) need re-qualification. The DQF mechanics depend on absence length.
## Absence 0-12 months
Treated as continuous employment for FMCSA purposes:
- Existing DQF stays in place
- Annual MVR + annual driver's certificate of violations resume on schedule
- Medical certificate must be current
- Drug/alcohol pool participation resumes
## Absence 12-36 months
- Pull new MVR within 30 days of re-employment
- New road test (or equivalent) if 24+ months since last
- New medical exam if expired or not current
- New annual driver's certificate of violations
- Driver's safety performance history may need re-confirmation if missed during absence
- Re-enroll in random testing pool
## Absence over 3 years
- Treat substantially as a new hire
- Full new DQF (all 12 documents fresh)
- Pre-employment drug test required
- Prior employer inquiries for entire 3-year period preceding return
- All new documentation as if first hire
## Special case: military leave
USERRA + Part 391 allow military returning drivers to resume qualification:
- Re-validate medical and MVR before driving
- Document military service period in DQF (e.g., copy of DD-214 or active duty certificate)
- Random testing pool resumes immediately
## ELDT consideration
- Pre-2/7/2022 license holder: no new ELDT required (grandfathered)
- Post-2/7/2022 license holder: ELDT certificate stays on file regardless of absence (one-time event)
## Common compliance pitfall
Re-hiring a driver after 14 months and assuming "they're qualified" because the old DQF exists — must pull fresh MVR + run prior-employer inquiry for the absence period.
