# Reasonable Suspicion Supervisor Training (§ 382.603)

Per § 382.603, every supervisor who oversees CDL drivers must complete at least 60 minutes of training on alcohol misuse AND 60 minutes on controlled substance use indicators before they can refer a driver for reasonable-suspicion testing.

## Training content requirements
- Physical, behavioral, speech, and performance indicators of probable drug/alcohol use
- The reasonable-suspicion testing requirement
- The supervisor's role in observation
- Documentation of observed behavior

## Frequency
- **Initial training** is required before the supervisor can make reasonable-suspicion calls
- **Refresher** is NOT federally mandated, but FMCSA's enforcement position is that supervisors must remain "knowledgeable" — most carriers refresh every 2-3 years

## Documentation
- Training certificate retained in supervisor's personnel file (NOT the DQF — supervisor records are separate)
- 2-year retention per § 382.401(b)(1)(iii)
- Must include: training date, content topics covered, instructor name, duration

## Who counts as a "supervisor"
Anyone authorized to direct the driver's safety-sensitive functions, including:
- Operations managers
- Dispatchers (in many cases)
- Terminal managers
- Driver leaders / fleet supervisors
- Safety directors

## Common audit finding
Supervisor sends a driver for "reasonable suspicion" testing without documented training → the test result may still stand (drivers are responsible for compliance), but the carrier is in violation. Train every supervisor before they have authority to make these calls.
