# Consortium / TPA Selection Criteria

A C/TPA handles random pool, collection site coordination, MRO review, Clearinghouse reporting, and recordkeeping for carriers that don't want to manage in-house. Selection criteria matters.

## Required services a C/TPA must provide
1. Random pool maintenance with statistically valid selection
2. Coordinated collection site network nationwide
3. MRO (Medical Review Officer) review of all results
4. Reporting to FMCSA Clearinghouse on positive/refusal/violation events
5. Annual MIS (Management Information System) report submission to FMCSA
6. Recordkeeping for the carrier's retention requirements

## Differentiators to evaluate
- **Pool size** — larger pools = more statistically random selection
- **Geographic coverage** — collection sites near your operational areas
- **MRO turnaround** — 2-3 days is normal; 5+ days is slow
- **Clearinghouse reporting speed** — should be automated within 1-3 business days
- **Pricing transparency** — per-driver/month vs per-test pricing
- **Audit defense** — does the C/TPA help if you're audited?
- **Customer support** — phone, email, dedicated rep
- **Reporting interface** — can you see your random rate YTD?
