# Authority Reinstatement After Revocation
Operating authority revocation can occur for: failure to maintain insurance, failure to update MCS-150, willful violation, or carrier-requested cessation. Reinstatement is possible but takes effort.
## Why revocation happens
- Insurance lapse beyond 30-day grace
- Failure to file required forms (MCS-150, BMC-91, BOC-3)
- Carrier voluntary cessation (then re-start)
- Willful FMCSA regulation violation
- Failure to pay administrative fees
- Failure to respond to FMCSA correspondence
## When you receive notice
- Letter from FMCSA Field Office
- Specific reason listed
- Effective date of revocation
- Reinstatement process described
## Reinstatement steps
1. **Address the underlying issue** (renew insurance, file MCS-150, etc.)
2. **Submit reinstatement request** (or new application)
3. **Pay reinstatement fee** (varies; $300+ typically)
4. **Provide proof** of corrective action
5. **Wait for FMCSA approval** (60-180 days typical)
6. **Resume operations** once approved
## Reinstatement vs new application
- **Reinstatement**: re-activate existing authority; fees + processes lower
- **New application**: completely new authority; full processes; higher fees
## Common challenges
- Insurance not in place at reinstatement
- Process agents need re-designation
- New state agents required for previously-active states
- Backlog of pending issues to address
## Timeline expectations
- Simple reinstatement (insurance lapse): 30-60 days
- Complex (multiple issues): 90-180 days
- New application (after revocation): 60-90 days from completed application
## Costs
- Reinstatement fee: $300+ typical
- Insurance back-fees if applicable
- Process agent re-fees
- Time + administrative cost
## Practical advice
- Don't let authority lapse — much easier to maintain than reinstate
- Address issues immediately when notified
- Use Compass to track expiration dates proactively
- Maintain insurance + filings even during operational pauses
## Compass authority module
- Reinstatement workflow if applicable
- Document collection assistance
- Application status tracking
## CFR citations
- **49 CFR Part 365**
## How Compass surfaces this
Searchable in Compass Ask. Runs against carrier fleet data when invoked from the relevant tracker. Read-only; no actions without explicit user approval.
