Use this sub-skill for Chronos non-inference workflows:
- Chronos-2 `fit()` and LoRA/full fine-tuning
- original Chronos training configs and KernelSynth data generation
- `fev`-based evaluation and aggregate relative scores
- SageMaker deployment shape, payloads, and reference-only cloud constraints
