## What You Need To Provide
**Required:** An announcement summary (what is being embargoed — product launch, financial results, personnel change, partnership, research findings); the embargo lift date, time, and timezone; the distribution scope (who will receive the material — named journalists, a media list, wire services, analysts); the sensitivity level (routine / market-sensitive / legally significant / national security adjacent); the jurisdiction (where the announcement originates and where recipients are based).

**Optional:** Whether any outlet has been offered an exclusivity arrangement; whether the announcing organisation is publicly listed (triggers regulatory considerations); any previous embargo breaches with this media list; the spokesperson's availability window after the lift.

## How the Assistant Approaches This
1. **Drafts the embargo terms document.** A standalone, copy-paste-ready text that states the exact lift time with timezone, what is covered, what recipients may and may not do, whether the embargo is conditional, and a named contact for questions.

2. **Clarifies the arrangement type.** Defines embargo, exclusivity, and hold — then recommends which is appropriate for this announcement and why.

3. **Builds the distribution protocol.** Creates a tiered distribution list with delivery method, timeline, receipt tracking requirements, and exclusions (what not to include in the pack).

**2. Embargo vs. Exclusivity vs. Hold**

An embargo is the correct arrangement for this announcement. The partnership affects multiple hospitals and will be covered by specialist health-tech media, national business desks, and wire services. No single outlet has a stronger claim to the story than another, and simultaneous publication ensures fair access. An exclusivity arrangement would risk alienating the specialist health-tech journalists who form the core audience for ongoing coverage. A hold arrangement is unnecessary because the launch date is fixed and confirmed.

**3. Distribution Protocol**

Tier 1 (Friday 10 January, 72 hours before lift): 12 specialist health-tech journalists. These reporters cover the sector daily and need time to arrange interviews and gather context. Material sent via secure email with read receipt requested. Each recipient receives an individual email (not BCC) with the embargo terms stated at the top of the message and repeated in the attached press release.

Tier 2 (Monday 13 January, 24 hours before lift): 3 national business correspondents and 2 wire services. Wire services receive the material closer to lift because their publication cycle is faster. National business correspondents receive a tailored top note highlighting the economic angle (40 hospitals, new technology jobs).

Receipt tracking: Sarah Langford maintains a distribution log. Any recipient who has not confirmed receipt within 4 hours of sending receives a follow-up call. No material is assumed received until confirmed.

Exclusions: Internal financial projections for the partnership, draft contract terms, and any quotes not yet approved by Alliance Health Group are withheld from the distribution pack.

**4. Breach Protocol**

## Known Limitations
- **Cannot assess regulatory obligations.** The skill flags potential triggers for Reg FD, MAR, and FCA rules, but determining whether a specific announcement falls under these regulations requires legal and compliance review.
- **Cannot enforce an embargo.** The skill produces the protocol. Humans execute it. No document prevents a journalist from publishing early.
- **Cannot predict which outlet will break.** Breach protocols prepare for the eventuality; they cannot prevent it.
- **Does not cover government or defence embargoes.** D-notice (DSMA-notice) procedures in the UK, classified information protocols, and government security embargoes are outside scope.
