## Algorithm
### Шаг 1. Разобрать аргументы
Извлечь `--horizon` и `--subsystem` из аргументов вызова.
### Шаг 2. Делегировать в /bottleneck-pick
Без `--subsystem`:

С `--subsystem`:

```
### Шаг 3. Вернуть результат
