### Step 0: Confirm Context

Gather tech stack (languages, package managers), CI/CD platform, and compliance requirements (NTIA/EO 14028).
### Step 2: Produce Output
Output an SBOM pipeline design: format recommendation (SPDX/CycloneDX), tooling (Syft/Trivy), CI/CD integration, storage, and update cadence.
### Step 3: Summary
Output a brief summary:
- What was produced
- Key risks or open questions
- Recommended next steps
