# Program stewardship
1. Separate required product outcomes from advisory targets and optional coverage.
2. Preserve independently finishable outcomes and their evidence when consolidating duplicate issues.
3. Reconcile passed criteria, remaining blockers and additional coverage when completion stalls.
4. Choose the next repair that advances an unmet outcome without substituting synthetic checks for human judgment or unavailable hardware.
5. Budget changeability, correctness, robustness, security and operations independently from the goal's spec and Done when through `ceremony-budget`.
6. Record a gating bar with `Provenance: <claim>; origin <tom|experiment|prior-art|incident|none>; pointer <...>; rationale <docs/rationale/<topic>.md#anchor | not recorded>; revisit <...>` (`; soft` when it does not gate), and a consequential deferral or a landing over a soft target with `Target-debt: <bar>; measured <value>; owner <owner>; revisit <trigger>`; see [deliberate deferral](references/notes.md#deliberate-deferral).
