# Architecture Paperclip
Système à deux niveaux : le plan de contrôle (server + ui + BDD) détient tout l'état de gouvernance ; les adaptateurs exécutent le travail et font remonter. Les adaptateurs ne décident jamais des budgets ni des approbations.
