# Roads, Bridges and Infrastructure: Intersections and Interchanges, Road Safety, and Construction and Maintenance

## §6. Intersections and Interchanges

**⚠️ Conflict points** are the organizing concept: ⚠️ **a standard four-leg intersection has
32 vehicle conflict points; a modern roundabout has 8, and — crucially — it eliminates the
crossing conflicts that produce right-angle and head-on crashes.**
**⚠️ Roundabouts** deliver ⚠️ **substantial reductions in fatal and serious-injury crashes,
because they force low entry speed and convert crossing conflicts into merging ones**
(§7) — ⚠️ **and their US adoption lagged Europe by decades largely on cultural rather than
technical grounds.**
**⚠️ Alternative intersections**: ⚠️ **diverging diamond, restricted crossing U-turn (RCUT),
Michigan left, continuous flow — all of which work by removing or relocating conflicting
movements rather than by adding capacity.**
**⚠️ Grade separation** removes conflict entirely at high cost; ⚠️ **interchange types
(diamond, cloverleaf, SPUI, stack) trade land, cost and weaving.**
**⚠️ Pedestrian and cycle provision** is where intersection design most often fails —
⚠️ **and protected intersections, refuge islands, leading pedestrian intervals and daylighting
are the interventions with evidence behind them.**

## §7. ⚠️ Road Safety

      driver through education and enforcement
   ⚠️ ⚠️ SAFE SYSTEM  ⚠️ HUMANS WILL MAKE MISTAKES; the system
      should be designed so that mistakes are not fatal.
      ⚠️ Responsibility is SHARED between users and those who
      design and operate the system
   ⚠️ THE PILLARS  safe speeds · safe roads · safe vehicles ·
      safe users · post-crash care
   ⚠️ ⚠️ AND THE ETHICAL PREMISE: NO DEATH IS ACCEPTABLE as the
      cost of mobility. ⚠️ Vision Zero follows from this
⚠️ ⚠️ SELF-ENFORCING DESIGN beats enforcement  ⚠️ if the geometry
   invites 50 mph, a 30 mph sign does very little (§2).
   ⚠️ Lane narrowing, deflection, vertical deflection and visual
   friction change behaviour continuously
⚠️ THE COUNTERMEASURE EVIDENCE  ⚠️ roundabouts (§6) · median
   barriers · rumble strips · ⚠️ ROAD DIETS (4 lanes to 3 with a
   turn lane — well-evidenced crash reductions, frequently
   contested politically) · lighting · protected cycle
   infrastructure
⚠️ ⚠️ CRASH MIGRATION AND REGRESSION TO THE MEAN are the two
   evaluation traps — ⚠️ sites are selected because they had a
   bad year, so they improve anyway. ⚠️ Serious before/after
   studies use comparison groups

## §8. Construction and Maintenance

**⚠️ Work zones** are their own safety problem — ⚠️ **for workers and drivers, and temporary
traffic control is a designed system with its own standards.**
**⚠️ Staging and phasing** determine whether a project is a nuisance or a catastrophe for
the corridor, ⚠️ **and night work, accelerated construction and full closure with detour
are the trade being made between duration and disruption.**
**⚠️ ACCELERATED BRIDGE CONSTRUCTION** — ⚠️ **prefabricated elements, self-propelled modular
transporters, slide-in replacement — moves work off the critical path of traffic and is one
of the genuine recent advances** (§9 → `infra-bridges-types-loads-failure-modes-and-inspection`).
**⚠️ Quality assurance**: ⚠️ **materials testing, density and smoothness specifications, and
increasingly performance-based specifications that pay for outcomes.**
**⚠️ Maintenance activities** — ⚠️ **crack sealing, patching, striping, sweeping, vegetation,
winter operations — are unglamorous, chronically underfunded, and where §21 → `infra-procurement-cost-asset-management-funding-and-equity`'s arithmetic
actually plays out.**
