# Super contribution cap workpapers

## Inputs

Income year, each fund's contribution report by type (employer, salary sacrifice, personal, spouse and any the fund reports as excluded), evidence of any personal contribution to be claimed as a deduction, total super balance at 30 June of the previous year, unused concessional cap history from ATO online services, date of birth, prior bring-forward triggers and amounts, and any excess contributions determination.

## Workflow

1. Read the concessional and non-concessional caps for the year from the ATO pages. Do not carry a prior year's cap forward.

2. Classify every contribution by type from the fund reports. Treat a personal contribution as concessional only where evidence shows it will be claimed as a deduction and the ATO's conditions for that deduction are met; otherwise mark its type `UNVERIFIED`. Keep any contribution the ATO excludes from the caps out of both tests and show it separately.

   For a proposed personal deduction, retain the fund reference, contribution date and amount, proposed deduction amount, notice-of-intent evidence and fund acknowledgement as separate fields. Reconcile the proposed deduction to the relevant contributions and statement. A notice sent without acknowledgement, conflicting amounts or a missing date remains an evidence question; keep explicit zero and unknown amounts distinct and retain the separate Division 293 review where relevant.

3. Concessional cap: compare concessional contributions with the general cap. If they exceed it, test carry-forward: total super balance below the ATO limit at 30 June of the previous year, unused amounts from up to 5 previous years starting no earlier than 2018-19, applied oldest first. Unused amounts expire after 5 years. Tie the unused amounts to the ATO online services record.

4. Excess concessional contributions: compute the excess and note that it is included in assessable income with a 15% offset, that up to 85% can be released by election within the ATO's stated window, and that any unreleased excess counts as non-concessional. Prepare the facts for the election; do not lodge it.

5. Non-concessional cap: check the total super balance at 30 June of the previous year against the general transfer balance cap (nil cap at or above it), then the bring-forward table for the year and the age condition. Track any open bring-forward period from earlier years before assuming a fresh cap.

6. Prepare a cap schedule by year showing contributions, cap, carry-forward or bring-forward used, and headroom remaining.

## Hand-off and checks

A contribution schedule by fund and type tied to fund reports, a concessional cap test with carry-forward workings, a non-concessional cap test with the bring-forward position, and an excess and release summary. Contribution totals agree to the fund reports. Elections, withdrawals and further contributions are decisions for the client and reviewer.

For each unresolved item record evidence needed, owner, status and next action. Keep dependent results conditional until the item is resolved.

## Source and review boundary

Before applying a rule, open the relevant primary authority for the work's period and jurisdiction. Record its title, direct URL, provision or paragraph, effective period, check date and the exact fact used. The adjacent `sources.json` records the figures Ryan Duguid reviewed on 24 September 2026 with their effective periods; use them only as a cross-check against the live page, not as current-law approval. A record in it that carries a `reverify_by` date expires after that date: do not use it even as a cross-check, and mark results that depend on it `UNVERIFIED` until the live source has been read. Search snippets and prior-year instructions do not establish the applicable rule. If authority or evidence is unavailable, mark the affected result `UNVERIFIED`, leave dependent calculations blank and identify what the reviewer needs. Never supply rates, thresholds, labels or deadlines from memory.

Keep real client data in the firm's approved environment, outside repositories and unapproved cloud prompts; omit unnecessary identifiers. Write client output only to a configured firm-approved secure path. If none is configured, ask before creating output; do not change `.gitignore` or repository configuration to accommodate it.

## Fabricated acceptance example

A client made concessional contributions above the general cap and wants to use carry-forward, but the total super balance at 30 June of the previous year is not evidenced and there is no evidence that one personal contribution will be claimed as a deduction. Do not apply carry-forward or treat the personal contribution as concessional.
