# PAYG instalment variation workpapers

## Inputs

The instalment notice or activity statement showing the option used (amount at T7 or rate at T2), instalments paid or varied earlier in the year, year-to-date management accounts or ledgers, the prior year return, a documented estimate of instalment income (gross business and investment income excluding GST) and of tax for the year, and any prior variation workings.

## Workflow

1. Identify the instalment option in use, every instalment already paid or varied this year, and any credit claimed at 5B in an earlier quarter. Tie them to the ATO account or activity statements.

2. Build the estimate of instalment income for the full year from year-to-date actuals plus a documented forecast. Record each assumption and its source; an unsupported forecast leaves the variation `UNVERIFIED`.

3. Estimate the tax on that income for the year, using the ATO's online PAYG instalments tool or a manual estimate, and show the rates and offsets applied with their sources.

4. Amount option: apply the ATO's cumulative percentage for the quarter (for example 75% of estimated tax by the third quarter), subtract instalments already paid and add back any 5B credits claimed in earlier quarters, as the ATO's quarterly steps direct; if the result is nil or negative, work out any credit available at 5B. Rate option: if estimated instalment income is zero, the varied rate is zero and no tax estimate is needed; otherwise varied rate = estimated tax divided by estimated instalment income, times 100. If estimated instalment income is zero under the amount option, the varied amount can be zero.

5. Test the variation against the ATO's 85% benchmark: GIC may apply to the shortfall if varied instalments fall below 85% of the tax payable. Record the reasonable-care basis for the estimate, which the ATO says it considers before applying penalties or interest.

6. For a later quarter, reconcile the running position to the latest actuals and flag whether a further variation is warranted.

## Hand-off and checks

An instalment history tied to the ATO account, an instalment income and tax estimate with documented assumptions, the varied amount or rate workings, any credit claimed, and the 85% benchmark comparison. Whether to vary, and the figures lodged, are decisions for the client and reviewer.

For each unresolved item record evidence needed, owner, status and next action. Keep dependent results conditional until the item is resolved.

## Source and review boundary

Before applying a rule, open the relevant primary authority for the work's period and jurisdiction. Record its title, direct URL, provision or paragraph, effective period, check date and the exact fact used. The adjacent `sources.json` records the figures Ryan Duguid reviewed on 24 September 2026 with their effective periods; use them only as a cross-check against the live page, not as current-law approval. A record in it that carries a `reverify_by` date expires after that date: do not use it even as a cross-check, and mark results that depend on it `UNVERIFIED` until the live source has been read. Search snippets and prior-year instructions do not establish the applicable rule. If authority or evidence is unavailable, mark the affected result `UNVERIFIED`, leave dependent calculations blank and identify what the reviewer needs. Never supply rates, thresholds, labels or deadlines from memory.

Keep real client data in the firm's approved environment, outside repositories and unapproved cloud prompts; omit unnecessary identifiers. Write client output only to a configured firm-approved secure path. If none is configured, ask before creating output; do not change `.gitignore` or repository configuration to accommodate it.

## Fabricated acceptance example

A sole trader wants to vary instalments to nil in the third quarter after a slow half-year, but has no management accounts after December and no forecast for the fourth quarter. Do not compute a varied amount or conclude the 85% test is met.
