# Medicare levy and surcharge workpapers
## Inputs
Income year, relevant income components, residency periods, spouse/dependant circumstances and changes, private hospital cover statements and dates, and any Medicare entitlement or exemption certificate.
## Workflow
1. Create a day-by-day period map for changes in family status, residency, entitlement and hospital cover. Preserve unknown dates.
Retain one row per private-health statement line with its insurer, evidence reference, benefit code, eligible premiums, rebate received, supplied tax claim code and cover dates or days. Use the minimum policy reference needed to distinguish records. Preserve explicit zero amounts, no-cover answers and zero dependants; qualified statements such as no cover for part of the year require a period check. Keep spouse periods, spouse income components and dependant circumstances separate from the statement rows.
2. Verify the distinct income definitions and rules for levy, levy reduction and surcharge. Reconcile each income measure to its underlying return components.
3. Check exemption evidence and the exact period it supports. Confirm hospital cover qualifies for the relevant surcharge purpose; do not infer cover from an extras policy.
4. Compute each supported component separately using period-specific primary authority, then reconcile to the return workpaper. Missing spouse information or evidence prevents a nil conclusion.
## Hand-off and checks
Separate levy and surcharge schedules, a coverage-period table and unresolved eligibility questions. A registered agent approves the tax position.
Tie each statement line and proposed return mapping to its own evidence and applicable source. Keep missing statements, unknown codes, overlapping periods and inconsistent family facts visible; a zero rebate or a supplied claim code does not establish eligibility or the correct return treatment.
For each unresolved item record evidence needed, owner, status and next action. Keep dependent results conditional until the item is resolved.
## Source and review boundary
Before applying a rule, open the relevant primary authority for the work's period and jurisdiction. Record its title, direct URL, provision or paragraph, effective period, check date and the exact fact used. The adjacent `sources.json` records discovery, not current-law approval. Search snippets and prior-year instructions do not establish the applicable rule. If authority or evidence is unavailable, mark the affected result `UNVERIFIED`, leave dependent calculations blank and identify what the reviewer needs. Never supply rates, thresholds, labels or deadlines from memory.
Keep real client data in the firm's approved environment, outside repositories and unapproved cloud prompts; omit unnecessary identifiers. Write client output only to a configured firm-approved secure path. If none is configured, ask before creating output; do not change `.gitignore` or repository configuration to accommodate it.

An authorised human decides tax and accounting positions, communicates, signs, posts, locks, pays, declares and lodges. ## Fabricated acceptance example
Only extras cover is evidenced and spouse income is absent. Do not infer surcharge exemption or a nil surcharge.
Two insurer statement lines have different benefit codes and one has a zero rebate. Preserve both lines and the zero, and resolve their period and code questions separately. A statement that cover was absent only before March does not establish a full year without cover.
