# AML/CTF client coverage review

## Inputs

The practice's client list export from its practice management system (client code, entity type, services engaged and engagement start and end dates); the customer due diligence register or AML tool export (client code, date initial customer due diligence was completed, verification evidence reference, ML/TF risk rating, beneficial owner evidence for a company, trust or partnership, politically exposed person and targeted financial sanctions screening dates, and the dates of the last and next ongoing review); the firm's AML/CTF program and policies, including review frequency by risk rating and review triggers; the firm's assessment of which of its services are designated services; how the firm treats customers it served before 1 July 2026; and the name of the AML/CTF compliance officer.

## Workflow

1. Match every client in the practice list to the register by a stable client code, not by name alone. List clients in either record without a match, and register entries for clients no longer engaged. A match on name only stays `UNVERIFIED`.

2. For each matched client, record whether the firm's own assessment treats the services engaged as designated services. Where the assessment is silent, record the question for the AML/CTF compliance officer; do not decide whether a service is designated.

3. Split the clients receiving a designated service into those the firm records as pre-commencement customers, with the evidence for that status, and those whose business relationship started on or after 1 July 2026. For the second group, list any missing element: completed initial customer due diligence, a verification evidence reference, an ML/TF risk rating, beneficial owner evidence for a non-individual, and screening results.

4. For every client receiving a designated service, including pre-commencement customers, compare the last ongoing review with the frequency the firm's policies set for the client's risk rating and list overdue reviews. List any client whose records show a change the policies name as a review trigger since the last review, such as a new designated service, a change of ownership or beneficial owner, or a change in the countries involved. AUSTRAC's guidance on transitioning existing customers says some of these changes require initial customer due diligence before the next designated service.

5. Prepare the exception list for the AML/CTF compliance officer: client code, the missing element, overdue review or trigger, evidence needed, owner, status and next action. Summarise the totals: clients listed, matched, receiving designated services, pre-commencement, complete, incomplete and overdue. The totals agree to the practice list.

6. Do not screen clients, contact them, form a suspicion or lodge a report. If a record suggests a matter that could involve a suspicious matter report, stop, route it to the AML/CTF compliance officer and disclose it to no one else; the tipping-off offence in s 123 of the *Anti-Money Laundering and Counter-Terrorism Financing Act 2006* can apply.

## Hand-off and checks

A client-to-register reconciliation, an exception list by client and a totals summary that agrees to the practice list. Whether a service is designated, a client's risk rating, any enhanced customer due diligence, whether to start or continue a business relationship, and any report to AUSTRAC are decisions for the AML/CTF compliance officer or another authorised person.

For each unresolved item record evidence needed, owner, status and next action. Keep dependent results conditional until the item is resolved.

## Source and review boundary

Before applying a rule, open the relevant primary authority for the work's period and jurisdiction. Record its title, direct URL, provision or paragraph, effective period, check date and the exact fact used. The adjacent `sources.json` records discovery, not current-law approval. Search snippets and prior-year instructions do not establish the applicable rule. If authority or evidence is unavailable, mark the affected result `UNVERIFIED`, leave dependent calculations blank and identify what the reviewer needs. Never supply rates, thresholds, labels or deadlines from memory.

Keep real client data in the firm's approved environment, outside repositories and unapproved cloud prompts; omit unnecessary identifiers. Identity documents, screening results and beneficial owner details stay in the firm's AML system; the exception list needs only client codes and the missing element. Write client output only to a configured firm-approved secure path. If none is configured, ask before creating output; do not change `.gitignore` or repository configuration to accommodate it.

An authorised human decides tax and accounting positions, communicates, signs, posts, locks, pays, declares and lodges. This skill only prepares work for review and provides no audit or assurance conclusion. It is not tax, legal or financial advice.

## Fabricated acceptance example

The practice list shows a trust client whose business relationship started after 1 July 2026. Its register entry has an identity check but no beneficial owner evidence and no risk rating. Report both missing elements rather than marking the client complete or estimating a rating.
