## 📂 Storage
Protocols stored in `01_PROTOCOLS/` as `NN_Title.md`.

## ⚠️ Rules
1. **Always fill all fields** — title, content, classification, authority
2. **Reference protocols by number** — "as defined in Protocol 128"
3. **Never delete** — deprecate instead with `--status DEPRECATED`
4. **Link related protocols** — use `--linked "128,133"` for cross-references
