# Market & Signal Scanning
## Purpose
Systematic environmental scanning — market, technology, regulation,
competition — to identify opportunities. The point isn't to produce a
one-off snapshot of "what's happening out there," but to train a disciplined
habit of noticing anomalies and disequilibria in the environment before
they've become obvious to everyone else.
## Anchored in research
- Kirzner, I. M. (1973), *Competition and Entrepreneurship*, University of
Chicago Press; Kirzner (1979), *Perception, Opportunity, and Profit*,
University of Chicago Press — **entrepreneurial alertness**: the idea that
markets are never in perfect equilibrium, and that genuine opportunities
exist as *disequilibria* — mismatches between what's currently supplied
and what's genuinely wanted — waiting to be noticed by someone alert
enough to see them. Alertness, in Kirzner's sense, isn't systematic
search for a known target; it's noticing what others walk past.
- PESTLE (Political, Economic, Social, Technological, Legal, Environmental)
— a structured checklist for scanning the macro-environment across six
categories, widely used in strategic and market analysis to make sure
scanning doesn't stay confined to the one or two categories that happen to
be top of mind.
## Method
1. **Set the scanning aperture.** Define the industry, geography, or
customer segment the scan is centered on, and how far out from that
center you're willing to look — Kirzner's alertness is most useful when
it's pointed somewhere, even if the "somewhere" is initially broad.
2. **Scan systematically across the six PESTLE categories** so the exercise
doesn't default to whichever category is most visible right now:
- **Political** — policy shifts, government priorities, trade relations
- **Economic** — macro trends, financing conditions, cost structures
- **Social** — demographic shifts, behavior change, cultural shifts
- **Technological** — new capabilities, falling costs, adjacent
technologies becoming "good enough"
- **Legal** — new or pending regulation, compliance requirements
- **Environmental** — sustainability pressure, resource constraints,
climate-driven shifts
3. **For each category, look specifically for disequilibria, not just
trends.** A trend ("X is growing") is not the same as a Kirznerian
opportunity signal. Ask: where does current supply visibly *not* match
what people want or need? Where is there a gap between what's technically
possible now and what's actually offered? Where is a rule, cost, or
habit about to change in a way most incumbents haven't priced in yet?
4. **Separate a signal from noise.** Not every anomaly is worth pursuing.
Rate each candidate signal on how surprising it is (does it contradict
what most players currently assume?) and how directly it connects to a
real, describable customer problem — a genuinely alert observation should
be able to answer both.
5. **Log each signal in a structured way**: the category it came from
(PESTLE), a one-sentence description of the disequilibrium, who it
affects, and why it hasn't already been acted on (this last question is
often the most revealing — the answer tells you whether the gap is real
or illusory).
6. **Cluster related signals** across categories — a technological shift and
a regulatory shift together often point at the same underlying
opportunity more clearly than either does alone.
7. **Hand off the strongest signals** to

directly.
## What this skill does NOT do
- Doesn't make the final decision for you — it produces a structured draft
to support a human decision.
- Doesn't confirm figures, market data, or competitor data from memory — it
uses the inputs you provide, or clearly flags an assumption
(`[assumption — verify]`).
- Doesn't perform automated market research against live data — it
structures where and how the scanning happens; the actual environmental
data still has to come from the user or from a connected external source.
- Doesn't treat every observed trend as an opportunity signal — a
disequilibrium that no one is acting on for a good reason (e.g. it isn't
actually profitable to close) is not the same as an overlooked
opportunity.
