- `mixer_gain`, `pa_mute`, `audio_routing`, channel edits, and routing changes
stay blocked/operator-only.
- Live execution requires dry-run tests, adapter health, rollback/fallback notes,
and a venue rehearsal.
- Low-confidence voice/STT input cannot execute or approve anything.
