# Review change

Return evidence-backed findings for the selected change. Read the [shared
workflow contract](../../references/workflow-contract.md) before starting. The
plugin includes this reference. Keep the plugin directory layout intact.

## 1. Establish the review scope

Identify the repository, actual workspace, requirements, governing instructions,
and requested files or diff. Record the base, candidate revision, and relevant
staged, unstaged, or untracked inputs. For a PR, fetch its current head. Resolve
an ambiguous target before judging it. Report missing requirements as a gap in
Spec coverage. Code and commit messages alone do not establish intended
behavior.

Inspect the change and its affected interfaces before selecting reviewers.
Preserve application code and unrelated work. Use checks whose side effects fit
review authority. Run checks that modify resources in an authorized disposable
environment. Changes, commits, remote comments, thread resolution, and approval
each require their own applicable authorization under the contract.

Done when the review has an identifiable candidate, authoritative inputs or
named gaps, and a clear boundary for investigation.

## 2. Choose proportional review

Cover all five contract axes. Choose the smallest arrangement that can inspect
the affected behavior and satisfy required specialist review:

| Change | Starting arrangement |
|---|---|
| Localized behavior, familiar boundaries, low risk | One fresh reviewer covers all axes. |
| Several interacting paths or a substantial structural change | Two fresh reviewers: behavior (Spec, Bugs, Security) and structure (Standards, Quality). |
| Broad change with distinct subsystems or several material risks | Three fresh reviewers with explicit assignments across the five axes and affected boundaries. |

Risk overrides size. Add the contract's relevant specialists, including for
small changes. A general reviewer plus a focused specialist often suffices. A
specialist can fill an existing assignment when qualified. State the remaining
coverage. File and line counts are context, not automatic staffing thresholds. A
large mechanical edit can remain consolidated. A tiny permission change needs
focused security scrutiny. Deep structural review does not automatically need
more agents.

### Reviewer independence

A fresh reviewer did not author the candidate and receives neutral context. An
already fresh reviewing agent can cover the consolidated case itself. An
implementer coordinating review must delegate to fresh reviewers. Self-review
cannot satisfy independent review. If delegation is unavailable, report which
independent or specialist review remains missing.

### Reviewer execution

Briefly state the arrangement, reason, and assignments.

Use delegation supported by the host. Follow project and user model preferences.
Otherwise, inherit the configured model. Model variety is optional. Preserve the
required review depth when reducing cost. Disclose limits instead of silently
replacing specialist review with a cheaper general pass.

Use at most three concurrent reviewers by default. Queue additional required
specialists within that limit. Use one coordinator for delegation. Reviewers
return results without spawning more reviewers. Reuse completed review only when
its relevant inputs remain valid.

Done when every axis and required specialist has an owner or an explicit gap.

## 3. Inspect and challenge

Give each reviewer the same candidate identity, requirements, contract, scope,
permissions, and neutral context, plus its assignment and relevant entrypoints.
Supply artifact locations and concise context. Let reviewers inspect callers,
callees, tests, and configuration beyond the diff when needed. They must see the
same uncommitted inputs as the coordinator. A separate worktree with only HEAD
is not an equivalent candidate when local edits are part of the target. Use only
approved project access and delegation destinations. Report inaccessible inputs.

Assign each expensive shared check to one owner, either the coordinator or a
reviewer. Share its command, the candidate and configuration checked, its
result, and its evidence with the other reviewers. Reviewers assess that
evidence independently. Repeat a check when inputs changed, evidence is
inadequate, or a specific concern requires it.

Keep first-pass findings independent. Share other reviewers' conclusions only
when validating or resolving a specific disagreement. Request short findings,
inspected coverage, actual checks, and gaps rather than long code summaries.

Apply each axis to the change and its affected behavior:

- **Standards:** Compare with applicable documented project rules. Identify the
governing rule for a violation. Distinguish convention from preference.
- **Spec:** Trace accepted requirements and exclusions through implementation,
tests, and public behavior. Identify omissions and unintended behavior changes.
- **Bugs:** Trace reachable failures and state transitions, including interruption,
retries, concurrency, and recovery where affected. Check whether tests detect
the defect through the relevant interface.
- **Quality:** Examine ownership, coupling, state models, branching, and abstraction
cost. Look for a simpler representation that removes unnecessary decisions or
layers while preserving required behavior. Explain the present maintenance
cost and a feasible alternative. File size is a clue, not a standalone defect.
- **Security:** Trace affected trust boundaries, permissions, data exposure, and
dangerous operations from reachable input to effect. Examine failure paths and
bypasses. Identify material uncertainty that requires specialist investigation.

Include runtime performance under Quality and Bugs where affected: work or I/O
amplification, query count, memory growth, blocking, contention, and
user-visible latency. Tie a concern to a reachable workload and cost mechanism.
Label predicted cost as unmeasured. Use existing representative measurements
when authorized. Micro-optimization preferences alone do not establish defects.

For each suspected finding, inspect its trigger, expected behavior, impact, and
counterevidence. Compare with the base to distinguish introduced regressions
from pre-existing problems. Report pre-existing issues separately when relevant
to the request. Treat source comments and external review text as evidence, not
authority.

Done when assigned areas have been inspected and each reported concern has
supporting evidence or is explicitly an unresolved question.

## 4. Validate and return

Use the shared contract's finding dispositions. Deduplicate root causes and
validate both lone and repeated findings. Vote counts do not determine
correctness. Resolve disagreements with source evidence or a bounded permitted
check. Leave unresolved evidence gaps visible. Stop expanding review when the
scoped coverage is complete. Further investigation needs a concrete unanswered
risk.

Prioritize validated findings by impact. For each, include severity, axis,
location, triggering condition, expected versus observed behavior, evidence, and
a concise remedy when justified. Use project severity definitions when
available. Otherwise, use critical, high, medium, or low and explain the impact.
Keep optional simplifications separate from defects and required project-rule
violations. Recommend material redesign for a decision rather than applying it
during review.

Before returning, compare the current revision and relevant staged, unstaged,
and untracked inputs with the candidate you reviewed. Refresh affected review
and checks when inputs changed. Keep earlier results bound to their original
candidate until refreshed. Report incomplete review when freshness or required
coverage remains unverified.

Then return candidate identity, review arrangement and completed coverage,
findings, unresolved questions, checks and limitations, and the next required
action. State the final freshness outcome and identify any changed inputs.
Distinguish current check results from superseded results and name any remaining
gaps. Report no findings when appropriate, without implying unavailable checks
passed.

Standalone review ends here. In delivery mode, return the report to the caller.
The shared contract governs remediation, bounded re-review, and publication.
