# VAT returns for small businesses in the UK
## VAT returns for small businesses in the UK
A VAT-registered small business in the UK files a VAT return regularly, usually every quarter. This skill is the short routine for a straightforward return in 2026/27. The full method, box by box, is in `uk-vat-return`.
## Who this is for
This is for VAT-registered small businesses doing a straightforward, routine VAT return.
It is not for a business with partial exemption, cross-border goods trade, a VAT group, a margin or retail scheme, or anything that looks messy. Use `uk-vat-return` for the full method, `gb-vat-eu-goods-sellers` for goods sold to the EU, and refer the rest to a specialist.
## Before starting, ask the client
- Which VAT scheme are you on: standard, Flat Rate, cash accounting or annual accounting?
- What are your return periods, and when is this return due?
- Do you have everything for the period: sales, purchases, bank statements, invoices?
- Did anything unusual happen this quarter? (sold an asset, imported or exported goods, wrote off a bad debt, bought services from abroad)
- If you are on the Flat Rate Scheme: what did you spend on goods in the period, and is this your first year of VAT registration?
## How to do it
1. Get the records first. Do not start classifying anything until you have the full picture for the period.
2. Reconcile against the bank statements. Sales and purchases need to match what actually moved through the account.
3. Sort everything by VAT rate (20%, 5%, 0%, exempt, outside the scope). This is where mistakes creep in.
4. Work out the numbers: VAT due on sales, VAT reclaimable on purchases, and the net VAT due or repayable.
5. Check it over before you submit. A second pass catches the errors a first pass misses.
6. File through Making Tax Digital compatible software. All VAT-registered businesses are signed up for Making Tax Digital for VAT.
7. Pay so the money reaches HMRC by the deadline, even if it falls on a weekend or bank holiday.
8. Keep the records and proof of submission.
## The traps
- **Wrong rate on a mixed basket.** Most goods and services are 20%; some are 5% or 0%; some are exempt. Exempt and zero-rated are not the same: zero-rated sales count towards the registration threshold, exempt sales do not.
- **Threshold watch for a business that is not yet registered.** The test is rolling: taxable turnover in the last 12 months over GBP 90,000, or an expectation that the next 30 days alone will go over GBP 90,000. On the 12-month test, register within 30 days of the end of the month in which you went over. On the 30-day test, register by the end of that 30-day period.
- **Weekend deadlines.** The deadline does not move for weekends or bank holidays. The payment must reach HMRC on or before it.
- **Flat Rate Scheme limited cost test.** A business that spends little on goods pays 16.5% of VAT-inclusive turnover, which can be more than it would pay under the standard method. Run the test every period.
- **Flat Rate Scheme exit.** You must leave the scheme if, on the anniversary of joining, turnover in the last 12 months was over GBP 230,000 including VAT (or you expect it to be over that in the next 12 months), or if you expect more than GBP 230,000 in the next 30 days alone.
- **Penalty points stack.** A late nil return still earns a point.

## Worked examples
### Example 1: limited cost business on the Flat Rate Scheme
A consultant on the Flat Rate Scheme has VAT-inclusive turnover of GBP 57,600 in the year (GBP 48,000 plus 20% VAT). She spent GBP 600 on goods. 2% of turnover is GBP 1,152, and GBP 600 is under that figure and under GBP 1,000. So she is a limited cost business and pays 16.5% of VAT-inclusive turnover: GBP 9,504. Under the standard method she would pay GBP 9,600 output VAT less GBP 120 input VAT on the goods: GBP 9,480. The scheme costs her GBP 24 more.
```oa-check
name: Limited cost business on the Flat Rate Scheme (2026/27)
inputs:
net_turnover: 48000
goods_cost_net: 600
steps:
- gross_turnover: net_turnover * 1.2
- two_pct_test: gross_turnover * 0.02
- frs_vat: gross_turnover * 0.165
- standard_vat: net_turnover * 0.20 - goods_cost_net * 0.20
- extra_cost: frs_vat - standard_vat
expected:
gross_turnover: 57600.00
two_pct_test: 1152.00
frs_vat: 9504.00
standard_vat: 9480.00
extra_cost: 24.00
```
### Example 2: photographer in the first year of registration
A photographer bills a customer GBP 1,000 plus 20% VAT, GBP 1,200 in total. The flat rate for photography is 11% (GOV.UK example). In the first year of VAT registration the rate is 1 point lower, 10%, so the business pays GBP 120 on this sale instead of GBP 132.
```oa-check
name: Photographer flat rate with first-year discount
inputs:
net_sale: 1000
sector_rate_pct: 11
first_year_discount_pct: 1
steps:
- gross_sale: net_sale * 1.2
- normal_frs: gross_sale * sector_rate_pct / 100
- first_year_frs: gross_sale * (sector_rate_pct - first_year_discount_pct) / 100
expected:
gross_sale: 1200.00
normal_frs: 132.00
first_year_frs: 120.00
```
## Confirm before filing
- The return period and its deadline (one month and 7 days after the period ends).
- The scheme the business is actually registered on, and for the Flat Rate Scheme, the sector rate and the limited cost test for this period.
- Every sale and purchase is in the right period and at the right rate.
- Any services bought from abroad are reverse charged (see `uk-vat-return`).
- The payment will reach HMRC by the deadline.
