# Turkey Tax Overview
Tax year 2026. Every figure below is taken from the consolidated laws on mevzuat.gov.tr, the Official Gazette (resmigazete.gov.tr) or the Revenue Administration (gib.gov.tr), read on 2026-10-31. Where a domain skill in this pack covers a point in depth, the link is given and that skill wins if the two ever differ.
## Turkish tax system at a glance (2026)
Turkey (Türkiye) runs one national tax system. The main taxes are personal income tax (gelir vergisi), corporate tax (kurumlar vergisi) and VAT (katma değer vergisi, KDV). Laws are published in the Official Gazette and kept in consolidated form on mevzuat.gov.tr. The income tax tariff and the fixed fees are re-set every year by communiqué.
- **Standard tax year.** Income is the net amount of the earnings and revenues an individual obtains in one calendar year (Income Tax Law No. 193, art. 1). Books are kept by accounting period, which is normally the calendar year; the Ministry can set a 12-month special accounting period on request where the calendar year does not suit the business (Tax Procedure Law No. 213, art. 174).
- **Currency.** Turkish lira (TRY). Law No. 5083 made the (New) Turkish lira the currency, and the word "New" was dropped from 1 January 2009 (Law No. 5083, art. 1 and its note 1).
- **Tax authority.** The Revenue Administration (Gelir İdaresi Başkanlığı, GİB) of the Ministry of Treasury and Finance issues the tax communiqués and runs filing. Returns are filed electronically through GİB.
- **Residence basis (individuals).** A person settled in Turkey is taxed on income from inside and outside Turkey (art. 3). A person is settled in Turkey if their domicile is in Turkey, or if they stay in Turkey continuously for more than six months in a calendar year; temporary absences do not break the stay (art. 4). Some foreigners who come for a set, temporary job are not treated as settled even after six months (art. 5). A person not settled in Turkey is taxed only on income earned in Turkey (art. 6). New from 2026: a person who becomes settled in Turkey from 1 January 2026, with no domicile and no tax liability in Turkey in the previous three calendar years, is exempt on income earned outside Turkey for 20 years (repeated art. 20/D, added by Law No. 7582, in force 4 June 2026 for people settled from 1 January 2026). Detail: [turkey-pit](turkey-pit.md).
- **Residence basis (companies).** A company whose legal seat or business centre (kanuni veya iş merkezi) is in Turkey is a full taxpayer on its worldwide profits. A company with neither in Turkey is a limited taxpayer, taxed only on profits earned in Turkey (Corporate Tax Law No. 5520, art. 3(1), (2)). Detail: [tr-corporate-income-tax](tr-corporate-income-tax.md).
- **Personal income tax tariff for 2026.** Progressive, 15% to 40%, set for 2026 income under art. 103 by Income Tax General Communiqué No. 332 (Official Gazette 31 December 2025, 5th repeat issue):
| Taxable income (TRY) | Rate on the slice | Tax on income below the slice |
|---|---|---|
| Up to 190,000 | 15% | 0 |
| 190,000 to 400,000 | 20% | 28,500 |
| 400,000 to 1,000,000 (wages: 400,000 to 1,500,000) | 27% | 70,500 |
| 1,000,000 to 5,300,000 (wages: 1,500,000 to 5,300,000) | 35% | 232,500 (wages: 367,500) |
| Above 5,300,000 | 40% | 1,737,500 (wages: 1,697,500) |
Wage income uses a wider third band. The full method is in [turkey-pit](turkey-pit.md); employer withholding and social security are in [tr-payroll-social](tr-payroll-social.md).
- **Annual individual income tax return and payment.** The law sets the filing period as 1 to 25 March of the following year (art. 92). The Revenue Administration's current filing calendar shows the annual return due by 23:59 on the last day of March, so 31 March 2027 for 2026 income. The tax is paid in two equal instalments, in March and July (art. 117); GİB's calendar shows them due by the end of March and the end of July. A person who leaves Turkey for good files within the 15 days before leaving; on death, the return is due within 4 months (art. 92).
- **Headline corporate tax rate.** 25% of corporate profit. Banks, financial leasing, factoring and financing companies, payment and e-money institutions, authorised foreign exchange dealers, asset management companies, capital markets institutions, insurance, reinsurance and pension companies, and certain build-operate-transfer and public-private partnership project companies pay 30% (Law No. 5520, art. 32(1)).
- **Domestic minimum corporate tax.** Corporate tax worked out under arts. 32 and 32/A cannot be less than 10% of corporate profit before exemptions and deductions (art. 32/C(1)). Some exemptions are still deducted when this floor is worked out (art. 32/C(2)). The floor does not apply to a company in its first three accounting periods of activity (art. 32/C(5)). It also applies to provisional tax periods (art. 32/C(4)).
- **Corporate tax reductions.** Profits earned purely from exports are taxed at 5 points below the standard rate (art. 32(7)). Law No. 7582 (21 May 2026) replaced art. 32(8) so that manufacturers holding an industrial registry certificate, and agricultural producers, pay 12.5% on profits purely from production. That rate applies to profits earned in 2027 and later periods, not to 2026 (in-force table to Law No. 5520). For 2026 profits the earlier wording of art. 32(8), added by Law No. 7351 and not amended again before Law No. 7582, still applies: a manufacturer holding an industrial registry certificate pays 1 point below the standard rate on profits purely from production, and gets no second reduction on the part of those profits already reduced as exports. Detail: [tr-corporate-income-tax](tr-corporate-income-tax.md).
- **Corporate tax return and payment.** The law sets the filing period as the 1st to the 25th day of the fourth month after the accounting period ends (art. 14(3)), and the tax is paid by the end of the month the return is filed (art. 21(1)). The Revenue Administration's current filing calendar shows the annual corporate tax return due by 23:59 on the last day of the fourth month, with payment in the same period. For a calendar-year company that is 30 April 2027 for 2026.
- **Provisional tax.** Companies pay provisional tax each quarter at the current corporate tax rate, set against the year's corporate tax (art. 32(2)). Sole traders and the self-employed pay provisional tax each quarter at the first-band income tax rate, 15% for 2026 (Law No. 193, repeated art. 120). Law No. 7566 removed the old limit to the first nine months, so a fourth-quarter return is filed from the 2025 tax year onwards. GİB's calendar shows each quarter's return and payment due by the 17th day of the second month after the quarter: 17 May, 17 August, 17 November and 17 February.
- **VAT.** Yes, VAT (KDV) applies. The law sets a base rate of 10% and lets the President raise it up to four times or lower it to 1% (VAT Law No. 3065, art. 28). Under Presidential Decision 2007/13033, as changed by Decision 7346 from 10 July 2023, the rates are 20% general, 10% for goods and services on list II, and 1% for goods and services on list I. Detail: [turkey-vat](turkey-vat.md).
- **VAT return frequency and deadline.** The VAT Law sets quarterly periods but lets the Ministry set monthly periods by turnover (art. 39(1)). The law sets the return by the 24th of the following month (art. 41(1)) and payment by the 26th (art. 46(1)). The Revenue Administration has moved both dates: its current calendar, citing VUK Circular No. 149, shows the monthly and the quarterly VAT return due by 23:59 on the 28th day of the month after the period, with payment in the same period. For the period that applies to a given client, check [turkey-vat](turkey-vat.md).
- **Withholding and social security return.** The monthly combined withholding and social security return (muhtasar ve prim hizmet beyannamesi) is due by 23:59 on the 26th of the following month and paid in the same period, per GİB's calendar. Detail: [tr-payroll-social](tr-payroll-social.md).
