# Sweden: VAT (moms) and the VAT return (2026)
> **Source-cited draft: not reviewed by an accountant.** This skill is general tax reference material for AI-assisted work. It has not been reviewed for any business's facts. Do not rely on it to file or pay without review by a qualified professional in Sweden.
**Which text of the law.** Mervärdesskattelagen (2023:200), "ML", as amended up to SFS 2026:1025, read on riksdagen.se on 24 October 2026. The 2026 changes that matter here are Lag (2026:118) (food at 6% from 1 April 2026), Lag (2026:119) (food back to 12% from 1 January 2028) and Lag (2026:841) (dance events at 6% from 1 July 2026). In each case the old rate still applies to a transaction whose taxable event (beskattningsgrundande händelse) happened before the change. Periods, deadlines, the EC Sales List, fees, surcharges and interest are in Skatteförfarandelagen (2011:1244), "SFL", as amended up to SFS 2026:1305, read the same day. Practice points (representation amounts, cars, return fields) come from skatteverket.se, read the same day.
## Who this applies to
- **Taxable persons.** Anyone who carries on an economic activity independently, whatever the result, and makes taxable supplies in Sweden (ML 4 kap.). This includes sole traders (enskild näringsidkare), companies, partnerships and foreign businesses with Swedish supplies.
- **Who registers.** A business must register with Skatteverket before it starts or takes over the activity (SFL 7 kap. 2 §). Registration is needed when it makes taxable supplies above the small-business limit, and also, whatever its turnover, when it (Skatteverket, registration page):
- buys goods from other EU countries (other than new means of transport or excise goods) for more than SEK 90,000 in the current or previous calendar year, if it is otherwise not entitled to deduct (ML 3 kap. 6-7 §§);
- buys services from a foreign business and is liable for the Swedish VAT;
- sells services to other EU countries that must go on the EC Sales List;
- buys construction services under the reverse charge (an exempt small business may still have to register).
- **Small businesses (out, unless they opt in).** A business established in Sweden whose domestic turnover is at most SEK 120,000 in the current calendar year, and was not above SEK 120,000 in either of the two previous years, makes VAT-exempt supplies (ML 18 kap. 4 §). It needs no application if it is not registered (18 kap. 8 §). A business seated in another EU state also needs an identification decision from its own tax authority. See the base section for what counts and the rates section for the EU SME version.
- **Non-EU businesses** cannot use the small-business exemption (ML 18 kap. 6 § 1). A business with no Swedish establishment that supplies goods or services tied to Swedish property to a VAT-registered buyer is covered by the buyer's reverse charge instead (ML 16 kap. 6 §).
- **Out of scope here.** OSS and IOSS returns, the margin schemes (ML 19-20 kap.), investment gold (21 kap.), voluntary tax on letting of property (12 kap.), VAT groups, and businesses represented by a fiscal representative. Refer these.

## The taxable base
**What is taxed.** Supplies of goods and services for consideration in Sweden, intra-EU acquisitions and imports (ML 3 kap.). Private use of business assets is a taxable withdrawal (uttag, ML 5 kap.).
**The base.** The consideration excluding VAT. On import it is the customs value set by Tullverket plus duty and other state charges, plus commission, packing, transport and insurance to the first destination in Sweden on the transport document (ML 8 kap. 24-27 §§). A freight invoice alone is not the import base.
**Car benefit.** A business that files more than once a year reports the year's car-benefit VAT in the last return of the year (Skatteverket, Bilar och moms). Private use of a business passenger car is a withdrawal if the value of the use is more than minor and the purchase VAT was wholly or partly deducted, or the full hire VAT was deducted (ML 5 kap. 31 §). The base is the car-benefit value under the social-contributions rules (socialavgiftslagen (2000:980) 2 kap. 10 a-10 b §§; ML 8 kap. 7 §). Where an employee pays for a benefit car by salary deduction, it is a supply for consideration: at 25% the output VAT is 20% of the deduction, because the deduction includes VAT (Skatteverket, Bilar och moms).
**When output VAT is reported.** In the period when the supply is, or should have been, booked under good accounting practice, and for advance payments when the payment is received (ML 7 kap. 14 §). Under the cash method, VAT is reported when payment is received, but all unpaid invoices at the year end go in the period that includes the year end (ML 7 kap. 16 §). A credit note must refer to the original invoice (ML 17 kap.): a specific and unambiguous reference, normally its serial number (Skatteverket, invoicing page). Under the cash method, do not report the unpaid invoices again in the next period. Under either method, input VAT on an advance invoice is deductible only once it is paid.
**Small-business turnover.** Count the VAT-exclusive value of supplies in Sweden that would be taxable without the exemption (ML 18 kap. 2 § and 19 §). Also count exports, intra-EU supplies and some exempt property, insurance and financial income unless only incidental (18 kap. 20-22 §§). Leave out sales of fixed assets (18 kap. 23 §). The exemption ends from the supply that takes the year above SEK 120,000 (18 kap. 11 §). While exempt, the business has no input VAT deduction (18 kap. 14 §), apart from special cases such as an occasional delivery of a new means of transport to another EU country (Skatteverket, low-turnover exemption page). A registered business that falls under the limit must apply to use the exemption; it applies from the decision at the earliest (18 kap. 9 §). An unregistered business may instead apply to be taxed (18 kap. 15 §). A Swedish business that wants to use another EU state's SME exemption files an advance notice (förhandsanmälan) electronically with Skatteverket (18 kap. 24-25 §§).
**Input VAT.** Deduct VAT on purchases for taxable supplies, backed by an invoice (ML 13 kap.). Limits:
- **Mixed use.** Apportion on what the purchase is used for, or on a reasonable basis (ML 13 kap. 29 §), such as turnover, time or floor area, and keep the basis. Full deduction under the 95% rules in 13 kap. 30 §. Any other partial-exemption calculation is a referral.
- **Passenger cars.** No deduction on buying a passenger car or motorcycle, except for resale, rental, taxi, transport of the deceased or taxable driving schools (ML 13 kap. 20 §). Hire VAT: 50% if the car is used more than marginally in taxable activity (13 kap. 22 §); full deduction for rental, taxi, transport of the deceased and driving schools (13 kap. 21 §). Running costs (fuel, service, repairs) are fully deductible if the car is a business asset or hired for the business, even with part private use (13 kap. 23 §); otherwise deduct only costs for driving in the taxable activity. For a hire shorter than a year, pro-rate the 100-mile test to the hire period (50 Swedish miles for six months); below the test no hire VAT is deductible. Car dealers hiring a car deduct 50%. Factory-fitted options bought with the car count as part of the purchase. Financial leasing where ownership passes to the lessee counts as a purchase. Separately bought equipment such as winter tyres or a tow bar follows the ordinary rules.
- **Representation.** The cost needs an immediate connection to the business (starting or keeping business relationships, jubilees, staff welfare). No deduction where the cost is not deductible for income tax (ML 13 kap. 24 §). For meals, the deduction is capped at the VAT on SEK 300 per person and occasion (13 kap. 25 §): at most SEK 36 per person for food at 12% (300 x 12%) and SEK 18 at 6% (300 x 6%). Where a meal with alcohol costs more than SEK 300 per person, split the SEK 300 base between food and alcohol in proportion to the actual costs, or use Skatteverket's flat amount (SEK 46 or SEK 33 per person) if at least that much VAT was charged. Record who took part and the purpose.
- **Permanent housing.** No deduction (ML 13 kap. 26 §).
- **Foreign VAT** never goes in field 48; it is reclaimed from the other state.
**The return fields** (Skatteverket, "Fyll i momsdeklarationen"):
| Field | What goes in it |
|---|---|
| 05 | Taxable sales not in 06, 07 or 08 |
| 06 / 07 / 08 | Taxable withdrawals / margin-scheme base / rent under voluntary taxation |

| 20 | Goods bought from another EU country |
| 21 | Services bought from another EU country under the general rule |
| 22 | Services bought from outside the EU |
| 23 | Goods bought in Sweden where the buyer pays the VAT (gold, scrap, phones and laptops above SEK 100,000 an invoice, gas and electricity from foreign suppliers) |
| 24 | Other services bought in Sweden where the buyer pays the VAT (construction, property services from a foreign business, emission allowances) |
| 30 / 31 / 32 | Output VAT on the purchases in 20-24 at 25% / 12% / 6% |
| 35 / 36 | Goods sold to another EU country / outside the EU |

| 39 | Services sold to a business in another EU country under the general rule |
| 40 | Other services supplied abroad |
| 41 | Sales where the buyer pays the VAT in Sweden (construction, scrap, gold, emission allowances, phones and laptops) |
| 42 | Other sales (exempt and similar) |
| 48 | Deductible input VAT |
| 49 | VAT to pay or reclaim: 10 + 11 + 12 + 30 + 31 + 32 + 60 + 61 + 62 less 48 |
| 50 | Import base (only where the business reports import VAT itself) |
| 60 / 61 / 62 | Output VAT on imports at 25% / 12% / 6% |
**Domestic reverse charge (omvänd betalningsskyldighet).** The buyer, not the seller, accounts for the VAT on:
- construction services on property (groundwork, building and civil works, installations, finishing, hire of construction machinery with operator, construction cleaning, and staff for these), when the buyer is a taxable person that supplies such services more than occasionally, or buys them for such a person (ML 16 kap. 13 §);
- scrap and waste of iron, steel, copper, nickel, aluminium, lead, zinc, tin and other base metals, remelting ingots, and battery scrap, between registered taxable persons (16 kap. 14 §);
- gold material of at least 325 thousandths, and investment gold where the seller opted to tax (16 kap. 11-12 §§);
- emission allowances (16 kap. 15 §);
- mobile phones, integrated circuits, game consoles, tablets and laptops when the invoice base for them exceeds SEK 100,000 (16 kap. 16 §);
- property-related supplies and gas or electricity from a business not established in Sweden to a registered buyer (16 kap. 6 § and 8 §).
The seller's invoice must show the buyer's VAT number and say "omvänd betalningsskyldighet" (ML 17 kap. 24 § 14; Skatteverket, construction reverse charge page). The seller reports the sale in field 41; the buyer reports the base in 23 or 24, the VAT in 30-32, and deducts it in 48 if the purchase is for taxable supplies.
## Deadlines and filing
**Periods** (SFL 26 kap. 10-16 §§). The taxable base for the year, excluding EU acquisitions and imports:
- at most SEK 1 million: the tax year (annual), unless the business asks for quarterly or monthly;
- at most SEK 40 million: calendar quarter, or monthly on request;
- above SEK 40 million: calendar month.
A move to a shorter period at the business's request lasts at least 24 months (SFL 26 kap. 13 §). The registration decision states the period.
**Deadlines** (SFL 26 kap. 26-33 b §§). The return and the payment are both due by the same day: the VAT must be on the tax account (skattekonto) by the filing day (SFL 62 kap. 3 §).
| Who | Period | Due |
|---|---|---|
| Quarterly | Jan-Mar / Apr-Jun / Jul-Sep / Oct-Dec | 12 May / 17 August / 12 November / 12 February |
| Monthly, base at most SEK 40 million | Each month | 12th of the second month after the month; November due 17 January, June due 17 August |
| Monthly, base above SEK 40 million | Each month | 26th of the month after; November due 27 December |
| Annual, sole trader or estate filing an income tax return, no EU trade | Calendar year | 12 May of the next year (SFL 26 kap. 33 a §); 26 June with a filing agent's extension (SFL 36 kap. 6 §) |
| Annual, sole trader with EU goods trade or EU reverse-charge services | Calendar year | 26 February of the next year (SFL 26 kap. 33 §) |
| Annual, company filing an income tax return, no EU trade | Financial year | Year ending 31 December: 12 July, or 17 August if filed electronically; 30 April: 12 November (12 December electronically); 30 June: 27 December (17 January electronically); 31 August: 12 March (12 April electronically) (SFL 26 kap. 33 b §) |
| Annual, partnerships, companies with EU trade, others | Financial year | 26th of the second month after the year end; 27th in December (SFL 26 kap. 33 §) |
For an annual filer the VAT return is a separate return. For a company it is tied to the income tax return timing, but it is not filed inside the income tax return. Use Skatteverket's e-service or accounting software. A filing extension needs special reasons and must be asked for by the filing day (SFL 36 kap. 5 §). It does not extend payment. With the agent extension to 26 June, interest on VAT due still runs from the day after 12 May. A monthly filer with a decision on an earlier date files by that date. Partnerships, limited partnerships and VAT groups file by the 26th of the second month after the period. For a company with no EU trade, a financial year ending in September to December follows the 12 July or 17 August dates.
**EC Sales List (periodisk sammanställning)** (SFL 35 kap.). Needed for goods sent to other EU countries, and for services where the EU buyer accounts for the VAT. Goods: every calendar month; quarterly on request if goods are at most SEK 500,000 a quarter. Services only: every quarter. Goods and services together: monthly. Due by the 25th of the month after the period if filed electronically, the 20th on paper.
**Nil return.** Field 49 is always filled in. With nothing to report, use "Deklarera noll" in the e-service, or write 0 in field 49 on paper. A zero return is not allowed when there are amounts to report.
**Corrections.** File a complete new return for the period in the e-service, or the accounting software or a new paper form, or send Skatteverket a letter stating which figures change. Keep the original return, the reason, the changed records and the calculation. Never file a return showing only the difference. Correcting on your own initiative, before Skatteverket announces a check, avoids the tax surcharge (SFL 49 kap. 10 §).
## The method, step by step
1. **Confirm registration, period and method.** Get the VAT number, the registration decision, the prior return and the year's turnover. Do not build an ordinary return until registration is settled.
2. **Build a transaction record before putting an amount in a field.** For every sale, purchase, import, withdrawal, rent or adjustment keep the invoice or equivalent; legal supplier or customer; VAT number; description; origin and destination; supply date; accounting date; base; rate; VAT shown; business purpose; customs or transport evidence; document number. A bank payment proves payment, not tax treatment or a deduction. Reconcile to sales ledger, purchase ledger, bank, customs data and prior corrections.
3. **Classify each sale before calculating VAT.** Settle place of taxation and whether it is taxable, exempt, outside scope or a special scheme. Ordinary domestic sales go in field 05 with VAT in 10, 11 or 12. Fields 06 to 08 are not alternative rates.
4. **Apply the food rate by date.** Food includes non-alcoholic drinks and ready-made or takeaway food sold without support services such as table setting, serving and washing up. Eaten on the premises it is a restaurant service at 12%. If an advance, EU acquisition or disputed credit straddles 1 April 2026, refer it.
5. **Test input VAT separately.** Field 48 takes only supported Swedish input VAT after the limits in the base section.
6. **Route buyer-accounted purchases and imports.** Use fields 20 to 24, VAT in 30 to 32, and fields 50 and 60 to 62 on customs evidence. Assess the field 48 deduction separately. A construction invoice goes in 41 for the seller and 24 for the buyer only once the listed service, the buyer condition and the place test are documented.
7. **Route other sales.** Fields 35, 36, 38, 39, 40, 41 and 42 (42 covers exempt sales with no other field, plus insurance compensation and grants that are not payment). Confirm customer VAT status, transport, place of supply and any EC Sales List duty. Test EU consumer sales against the threshold and OSS first.
8. **Reconcile, file, pay.** Recalculate field 49, reconcile every field to the schedules and the tax account, and file and pay by the same day.
## Penalties and interest
- **Late return:** förseningsavgift SEK 625; SEK 1,250 if the return is filed only after an order. Only one fee where several returns due the same day are late (SFL 48 kap. 5-6 §§).
- **Late EC Sales List:** SEK 1,250 (SFL 48 kap. 6 §).
- **Incorrect return (oriktig uppgift):** skattetillägg of 20% of the VAT that would have been lost or wrongly refunded (SFL 49 kap. 4-5 §§ and 11 §). Where the error is only timing, 2% if the period is at most three months and the amount was put within four months of the right period, otherwise 5% (49 kap. 13 §). A discretionary assessment (skönsbeskattning) because no return was filed carries 20% (49 kap. 15 §). No surcharge if you correct on your own initiative, or if the amount is small (49 kap. 10 §).
- **Interest (kostnadsränta):** on VAT not paid by the due date, from the next day, at the base rate plus 15 points, so 17.5% a year at a base rate of 2.5% (SFL 65 kap. 3 § and 13 §). The same high rate applies to VAT set by a discretionary assessment for an unfiled return (65 kap. 11 §). VAT owed after a reassessment carries interest at the base rate from the day after the original due date to the payment date in the decision (65 kap. 4 § and 8 §). Once the debt is handed to Kronofogden, the high rate stops and the base rate applies (65 kap. 13 §). Interest is calculated daily on the tax account and is not deductible for income tax (Skatteverket interest page).
## Cross-border points
- **Goods to another EU country:** VAT-exempt intra-EU supply to a VAT-registered buyer with transport out of Sweden. Field 35 and the EC Sales List.
- **Services to an EU business under the general rule:** taxed where the buyer is; field 39 and the EC Sales List. Property services, passenger transport, admissions, restaurant services and short-term hire of vehicles follow their own place-of-supply rules.
- **Buying from abroad:** EU goods in field 20; EU services in 21; non-EU services in 22; VAT in 30-32, deducted in 48 if for taxable supplies. Goods bought as the middleman in a triangular trade go in 37, not 20. Fields 21 and 22 exclude property services, passenger transport, admissions, restaurant and catering services and short-term hire of means of transport; certain property services from a foreign trader go in 24.
- **Imports:** import VAT is reported by the business itself in fields 50 and 60-62 where it is registered (ML 16 kap. 18-22 §§); otherwise it is paid to Tullverket.
- **Distance sales and e-services to EU consumers:** Swedish VAT applies up to SEK 99,680 a year across the EU; above it, the buyer country's VAT from the crossing sale (ML 6 kap. 62-63 §§). Sales reported through OSS stay out of the Swedish return.
- **Foreign business with no Swedish establishment:** a registered Swedish buyer accounts for the VAT on property-related supplies, and on gas, electricity, heating and cooling (ML 16 kap. 6 § and 8 §). Otherwise the foreign business registers in Sweden.
- **EU SME scheme:** an EU business with EU turnover at most EUR 100,000 can use the Swedish SEK 120,000 exemption through its home authority (ML 18 kap. 5 §, 10 §, 16 §). A Swedish business uses another state's exemption by an advance notice to Skatteverket (18 kap. 24 §), and must tell Skatteverket within 15 working days if its EU turnover passes EUR 100,000 (18 kap. 37 §).
## Worked examples
### Example 1: Consultancy on quarterly returns, Q3 2026
An aktiebolag consultancy with a taxable base of about SEK 1.6 million a year files quarterly (SFL 26 kap. 11 §). In July to September 2026 it invoices Swedish clients SEK 400,000 excluding VAT at 25%. Swedish purchase invoices for its taxable work carry SEK 22,000 of VAT. It buys a software service from an Irish business for SEK 30,000 without VAT. It takes three clients to lunch with one staff member: food and soft drinks SEK 2,000 excluding VAT, VAT SEK 240 at 12%, with attendees and purpose recorded.
- Output VAT: 25% of 400,000 = SEK 100,000 (field 05: 400,000; field 10: 100,000).
- Irish service: field 21: 30,000; VAT 25% = SEK 7,500 in field 30, deductible in field 48.
- Lunch: the capped base is SEK 300 x 4 = 1,200, so the deduction is 12% of 1,200 = SEK 144, not the SEK 240 charged (ML 13 kap. 25 §).
- Field 48: 22,000 + 7,500 + 144 = SEK 29,644.
- Field 49: 100,000 + 7,500 - 29,644 = SEK 77,856, filed and on the tax account by 12 November 2026.

### Example 2: Café with takeaway, Q2 2026, filed and paid late
A café run as a company files quarterly. In April to June 2026, after the food rate fell, it sells:
- takeaway food and soft drinks, SEK 200,000 excluding VAT: food at 6% (ML 9 kap. 19 §) = SEK 12,000;
- meals eaten in the café, SEK 300,000: restaurant service at 12% (ML 9 kap. 5 §) = SEK 36,000;
- wine served with meals, SEK 50,000: excluded from the 12% rate, so 25% = SEK 12,500.
Output VAT is SEK 60,500. It buys food from wholesalers for SEK 150,000 at 6% (input VAT SEK 9,000) and other supplies with SEK 10,000 of VAT. It hires a passenger car used well over 100 Swedish miles a year in the business; the quarter's hire VAT is SEK 3,000, of which 50% (SEK 1,500) is deductible (ML 13 kap. 22 §). Field 48 is SEK 20,500 and field 49 is SEK 40,000.
The return and payment were due on 17 August 2026. The café files and pays 10 days late, on 27 August. It owes the SEK 625 förseningsavgift (SFL 48 kap. 6 §). Interest runs from 18 August at the base rate plus 15 points, 17.5% a year (SFL 65 kap. 13 §). The check below uses simple daily interest on a 365-day year as an estimate; the tax account shows the exact figure.
```oa-check
name: Sweden Q2 2026 café, 6% food, 12% restaurant, 25% wine, car hire, late return and interest
inputs:
takeaway: 200000
dine_in: 300000
wine: 50000
food_purchases: 150000
other_input_vat: 10000
car_hire_vat: 3000
late_fee: 625
days_late: 10
base_rate_pct: 2.5
steps:
- output_vat: takeaway * 0.06 + dine_in * 0.12 + wine * 0.25
- field_48: food_purchases * 0.06 + other_input_vat + car_hire_vat * 0.5
- field_49: output_vat - field_48
- interest: round(field_49 * (base_rate_pct + 15) / 100 * days_late / 365, 2)
- total_due: field_49 + late_fee + interest
expected:
output_vat: 60500
field_48: 20500
field_49: 40000
interest: 191.78
total_due: 40816.78
```
### Example 3: Ordinary sale, food either side of 1 April, EU goods, import and a correction
All amounts are assumptions. An ordinary 25% sale of SEK 100,000: field 05 100,000, field 10 25,000. Food delivered on 31 March 2026 for SEK 100,000 carries 12,000 of VAT; the same on 1 April carries 6,000. Eaten on the seller's premises, the April sale would be 12%. EU goods for SEK 20,000 at 25%: field 20 20,000, field 30 5,000, field 48 5,000 if deductible. An import base of SEK 40,000 from customs evidence (customs value, duty, transport and insurance to the destination): field 50 40,000, field 60 10,000. A filed return that omitted a SEK 10,000 sale at 25% understated VAT by 2,500: file a complete new return for that period, never one showing only the 2,500.
### Example 4: Representation dinner with food and alcohol (Skatteverket's own example)
Dinner for three, attendees and purpose recorded: food SEK 900 and strong beer SEK 600 excluding VAT, VAT SEK 258. The capped base is SEK 900. Food is 60% of cost, so SEK 540 of the base is food and SEK 360 beer. Deductible VAT is SEK 154.80 in field 48. The flat alternative gives SEK 138.
```oa-check
name: Sweden representation dinner for three, Skatteverket example
inputs:
food: 900
beer: 600
people: 3
steps:
- capped_base: min(food + beer, 300 * people)
- food_share: capped_base * food / (food + beer)
- beer_share: capped_base - food_share
- deduction: food_share * 0.12 + beer_share * 0.25
- flat: 46 * people
expected:
capped_base: 900
food_share: 540
beer_share: 360
deduction: 154.80
flat: 138
```
### Example 5: Hired versus bought passenger car
A business hires a car for a full year at SEK 5,500 a month excluding VAT and drives it more than 100 Swedish miles in taxable activity. Monthly hire VAT is SEK 1,375, and SEK 687.50 goes in field 48. At only 50 Swedish miles over a full-year hire, no hire VAT is deductible. Had it bought the car, no purchase VAT would be deductible, while fuel and repair VAT stay fully deductible.
```oa-check
name: Sweden hired passenger car, monthly hire VAT
inputs:
monthly_hire: 5500
steps:
- hire_vat: monthly_hire * 25 / 100
- deductible: hire_vat * 50 / 100
expected:
hire_vat: 1375
deductible: 687.50
```
## Ask the client first
1. What does the registration decision (registerutdrag) say about the period and the accounting method, and what is the taxable base for the year? (Decides the period, the deadline and the cash method.)
2. What was domestic turnover this year and in each of the last two years, and is the business established in Sweden? (Decides the SEK 120,000 exemption.)
3. Does the business buy from or sell to other EU countries or outside the EU, and does it hold the customers' VAT numbers and transport evidence? (Decides fields 20-22 and 35-39, the EC Sales List and the annual deadline.)
4. Does it sell food, restaurant meals, alcohol, admissions or other reduced-rate items, and on what dates were they delivered? (Decides 25%, 12% or 6%, and which side of 1 April or 1 July 2026.)
5. Which costs are cars (bought or hired, distance in the business, private use), representation (who attended, food and alcohol split) or shared with exempt activity? (These carry the ML 13 kap. limits.)
6. For each car: is it owned, financially leased or hired, and how far is it driven in the taxable activity each year? For each cross-border item: what proves the counterparty's status and where did the goods move or the service occur?
7. Is any return late, assessed or being corrected, and is there a debit on the tax account? (Fees, surcharge and interest.)
## When to refuse or refer
- The evidence cannot establish the tax point, place of supply, buyer or seller status, goods movement, rate or business use.
- The return needs a partial-exemption split beyond the 95% rules, VAT-group analysis, a property adjustment, a margin scheme, voluntary-tax rent, triangulation beyond field routing, an IOSS or OSS election or a platform or deemed-supplier conclusion.
- A construction reverse-charge condition, car exception, financial-leasing classification, car-benefit value, representation calculation, food exclusion, voucher or amendment-invoice timing is disputed or incomplete.
- There is no registration decision, Customs documentation or complete correction record.
- The business is non-resident and registered through a fiscal representative.

Not yet confirmed: how Skatteverket reports output VAT on a car benefit given without salary deduction (rate on the benefit value and which return); whether Skatteverket computes daily interest on a 365-day year; food-rate timing for advance payments and credit notes that straddle 1 April 2026 (the law ties the rate to the taxable event; refer disputed cases).
