# Svalbard: social insurance contributions in 2026 v0.1

> **Source-cited draft.** Tax year 2026, checked 24 October 2026. General reference for working papers; a qualified professional must review the facts and filing position. Independent AI review does not confer accountant review.

## Who this applies to

Membership is separate from tax residence, nationality and the 30-day income-tax test. Under [National Insurance Act §2-3](https://lovdata.no/dokument/NL/lov/1997-02-28-19/KAPITTEL_1), an existing member retains membership when moving to or staying on Svalbard. A nonmember becomes a member on taking employment with a **Norwegian employer conducting business there**. Newcomer self-employment or work for a foreign employer does not itself establish that statutory employment condition.

[NAV's Svalbard guidance, updated 8 June 2026](https://www.nav.no/svalbard) confirms retained membership for workers, nonworkers, sole traders and students. Membership acquired by employment lasts through the contractual employment and for up to **one month afterward**, provided the person stays on Svalbard. It also covers sickness/maternity leave. NAV states voluntary membership cannot be applied for on Svalbard. Resolve disputed membership with NAV before treating absence of a tax card as exemption. Svalbard only, not Jan Mayen.

## Rates, bands and thresholds

| Item | 2026 figure | Official source |
|---|---:|---|
| Ordinary employee contribution | 7.6% | [Contribution decision §7](https://lovdata.no/dokument/STV/forskrift/2025-12-18-2748); [National Insurance Act §23-3(2)(2)](https://lovdata.no/dokument/NL/lov/1997-02-28-19/KAPITTEL_8) |
| Pensions and statutory low-rate classes, including personal income under age 17 or over age 69 | 5.1% | [Decision §6](https://lovdata.no/dokument/STV/forskrift/2025-12-18-2748); [Act §23-3(2)(1)](https://lovdata.no/dokument/NL/lov/1997-02-28-19/KAPITTEL_8) |
| Ordinary Svalbard sole-trader income class | Middle rate, 7.6% | [Act §23-3, Svalbard-income paragraph](https://lovdata.no/dokument/NL/lov/1997-02-28-19/KAPITTEL_8); [decision §7](https://lovdata.no/dokument/STV/forskrift/2025-12-18-2748) |
| Employer, Svalbard-based and work performed there; other employers on Svalbard-taxed wages | 0% | [Contribution decision §3](https://lovdata.no/dokument/STV/forskrift/2025-12-18-2748) |
| Youth employment refund | Qualifying age 13–19; first NOK 100,000 employment earnings | [Svalbard Act §3-3](https://lovdata.no/dokument/NL/lov/1996-11-29-68); [Svalbard regulation §5](https://lovdata.no/dokument/SF/forskrift/1997-12-15-1305); [wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/) |

The general **10.8%** self-employed rate in decision §8 is not the ordinary Svalbard sole-trader rate. Match age/income class before selecting 7.6%; do not charge the adult salary rate to every child or older worker.

## The base

For ordinary covered salary/pensions, collect on the same gross taxable benefit base as Svalbard withholding, including taxable noncash benefits. [Svalbard regulation §5](https://lovdata.no/dokument/SF/forskrift/1997-12-15-1305) applies the Svalbard collection rules to contributions and extends the youth allowance to them. The payroll guide values standard benefits. Passive capital income and company profit are not automatically personal-insurance income: [National Insurance Act §23-3](https://lovdata.no/dokument/NL/lov/1997-02-28-19/KAPITTEL_8) defines the contributory income categories.

For a member with ordinary sole-trader income assessed under Svalbard Act §3-2(4)(b), the Act expressly assigns the middle contribution rate. Use the separately determined taxable business base and establish membership before calculating. Salary bands cap neither the contribution base nor contributions. Insurance is additional to 8%/22% income tax.

For income within the salary-withholding scheme, contributions are payable **from the first krone**, subject to the enacted youth refund and other actual membership/class exemptions. This follows [Svalbard regulation §5](https://lovdata.no/dokument/SF/forskrift/1997-12-15-1305), which expressly applies Act §3-1's gross computation. The [2026 authority statement](https://www.skatteetaten.no/rettskilder/type/uttalelser/uttalelser/forskuddsutskrivingen-2026/) confirms first-krone collection/refund. The Ministry's consultation §3.5 explains the cross-reference subsequently enacted in regulation §5; its proposed alternatives and old-year rates are not operative authority here. Do not import the mainland low-income exemption into final gross salary contributions.

The application of the general §23-3 low-income rules to **separately assessed sole-trader income and mixed assessed/withheld income** remains unconfirmed. No assessment exemption or phase-in calculation is supplied for those facts. That narrower annual-assessment question remains the SC coverage gap; the examples do not depend on it.

For youth, withhold first and let the tax authority refund qualifying contributions under regulation §5 and Act §3-3. The allowance concerns qualifying employment remuneration and sickness pay, not all pensions or all insurance benefits. Retain the age, income and refund reconciliation.

## Deadlines and filing

Report covered pay, benefits, contribution class and employment through a-melding by the **5th of the following month** ([wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/); [Administration Act §8-8](https://lovdata.no/dokument/NL/lov/2016-05-27-14)). Establish employer/employee identity numbers and resolve missing membership information with NAV/Skatteetaten. Contributions collected with Svalbard salary tax follow **first-working-day-after-payment** remittance under Svalbard regulation §5 and [Payment Act §§10-10–10-11](https://lovdata.no/dokument/NL/lov/2005-06-17-67). A zero employer rate does not remove reporting obligations.

Individually assessed sole-trader contributions belong in the annual business tax return, ordinarily due **31 May after the income year**, with advance/residual tax collection under [Payment Act §§10-20–10-21](https://lovdata.no/dokument/NL/lov/2005-06-17-67). See the individual guide for instalments. Report cessation of employment/business and reconcile final contribution liability; do not assume continued membership indefinitely after leaving employment.

## Penalties and interest

**A-melding has a separate reporting-sanction regime.** [A-Reporting Act §§1,10–11](https://lovdata.no/dokument/NL/lov/2012-06-22-43) applies on Svalbard. Missing mandatory payroll information can attract a daily coercive fine, normally **0.1 court-fee units per missing income recipient per day**, starting on the date in the decision, with a statutory total cap of **1,000 court-fee units**. A separate late-report fee is normally **0.25 court-fee units per day of lateness**, from the day after the deadline through delivery, capped at **15 units**. Do not impose that fee where a coercive fine has accrued for the same lateness. The regulations allow a different daily rate in special cases ([A-Reporting regulation §§4-1–4-4](https://lovdata.no/dokument/SF/forskrift/2014-06-24-857)). Keep these separate from ordinary tax-return sanctions and interest on unpaid tax.

Under [Svalbard Act §4-1](https://lovdata.no/dokument/NL/lov/1996-11-29-68), the Tax Administration Act applies. For ordinary tax-return/information duties outside the separate a-melding sanction rules above, missing mandatory information can trigger a daily coercive fine, ordinarily **0.5 court-fee units per day**, capped at **50 units** for the ordinary information failure ([Administration Act §14-1](https://lovdata.no/dokument/NL/lov/2016-05-27-14); [regulation §14-1-1](https://lovdata.no/dokument/SF/forskrift/2016-11-23-1360/KAPITTEL_13)). The authority's notice sets the start date; this is not an automatic charge on every late return.

Incorrect or incomplete information producing a tax advantage attracts **20%** additional tax, reduced to **10%** for the specified third-party-reported information. Intentional or grossly negligent failures can attract a further **20% or 40%**. Excusable circumstances, qualifying voluntary correction and other statutory exceptions must be tested ([Administration Act §§14-3 to 14-6](https://lovdata.no/dokument/NL/lov/2016-05-27-14)). These percentages apply to the tax advantage, not turnover.

Unpaid tax bears interest from the due date under [Payment Act §§11-1 and 11-6](https://lovdata.no/dokument/NL/lov/2005-06-17-67). The [authority's 2026 interest table](https://www.skatteetaten.no/satser/forsinkelsesrenter/) gives **12% a year for 1 January–30 June 2026** and **12.25% for 1 July–31 December 2026**. Split arrears at the change date. A payment falling due in 2027 needs the rate then in force; do not extrapolate 2026 rates.

## Cross-border points

[NAV](https://www.nav.no/svalbard) states the EEA rules do not generally extend to Svalbard, but the **Nordic social-security convention** applies and extends EEA coordination to people with prior Nordic insurance rights. Obtain the actual coverage decision for cross-border facts. This insurance convention is distinct from an income-tax treaty. Tax exemption does not itself prove contribution exemption. A short stay and a zero employer rate do not determine employee membership.

## Two worked examples that recompute

**Adult member's ordinary salary.** NOK 600,000 fully covered annual salary in the middle-rate class gives NOK 45,600 employee contributions. The employer is Svalbard-based and the work is on Svalbard, so employer contribution is zero. Income tax is excluded from this example.

```oa-check
name: Svalbard ordinary adult salary insurance 2026
inputs:
  salary: 600000
steps:
  employee: salary*0.076
  employer: salary*0
expected:
  employee: 45600
  employer: 0
```

**Age class overrides the ordinary salary class.** A worker over 69, retaining membership and with NOK 400,000 covered salary, uses the 5.1% low rate: NOK 20,400. The difference from an incorrect 7.6% charge is NOK 10,000. Assumes no other exemption, youth refund or coordination adjustment.

```oa-check
name: Svalbard older member low contribution class 2026
inputs:
  salary: 400000
steps:
  contribution: salary*0.051
  ordinary_rate_comparison: salary*0.076
  difference: ordinary_rate_comparison-contribution
expected:
  contribution: 20400
  difference: 10000
```

## Ask the client first

- Was the person a member immediately before arrival, or has NAV issued a coverage decision?
- Is the employer Norwegian and conducting Svalbard business, and what are the contract dates?
- What are the person's age, income categories, benefit values and taxable business income?
- Are there prior Nordic rights, work elsewhere or another state's coverage certificate?
- Have employment/leave/cessation, reports, payments and any youth refunds been reconciled?

The current Skatte-ABC contains stale year labels in some rate paragraphs and numbering inconsistencies. The enacted 2026 decision and consolidated statute control all figures here.

Not yet confirmed: Application of the general §23-3 low-income rules to separately assessed sole-trader and mixed income. Final first-krone salary contributions are confirmed; no assessed-business exemption is inferred. Voluntary/special overseas contribution schedules are excluded.
