## Who this applies to

Employers paying remuneration within [Svalbard Act §§2-1, 2-2, 3-1 and 5-2](https://lovdata.no/dokument/NL/lov/1996-11-29-68) withhold at payment. This covers residents and nonresidents with **at least 30 continuous days** of local stay. For the temporary test, arrival/departure travel days are excluded and an absence interrupts the period; **14 days + an off-island weekend + 20 days** are two short stays ([wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/)). The resident test is separate and short holidays do not necessarily interrupt residence. Svalbard only, not Jan Mayen.

## The base

Withhold on gross taxable remuneration, without personal, minimum or employment-expense deductions. Include ordinary salary, commissions, directors' fees, holiday pay from Svalbard-taxable employment, severance, taxable benefits and surplus expense allowances. Pensions, contractual life-support payments (føderåd) and qualifying annuities require Svalbard residence; a temporary nonresident is not liable on them merely by staying 30 days, even if the pension relates to former Svalbard work. Listed replacement benefits under Income Tax Act §5-10(c) have a different rule: a temporary recipient must meet §2-2's continuous-stay test, have been actively working on Svalbard when entitlement arose, and remain locally present when paid. Apply §3-1's exact categories rather than treating every NAV payment as pension or salary ([Act](https://lovdata.no/dokument/NL/lov/1996-11-29-68); [wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/)). There are **no withholding-free months** and no Svalbard tax cards.

Value standard benefits under [2026 regulation §1](https://lovdata.no/dokument/SF/forskrift/2025-12-15-2559). For subsidised housing, taxable value is the positive difference between its monthly table amount and rent paid by the employee. Add the benefit to cash pay. Tax is deducted from cash as far as it reaches; the employee pays the remaining tax to the employer when the benefit is provided (Act §5-2). For ordinary benefits not covered by that table use Income Tax Act §§5-3 and 5-12 as applicable. The regulation imports mainland rules for electronic communications, occupational car/snowmobile reimbursements and travel allowances. Apply the imported figures in the table with their conditions. For the standard electronic-communications treatment, establish a work-related need for the service and private availability outside the ordinary work situation under FSFIN §5-12-20. Then combine employer benefits and reimbursements under FSFIN §5-11-10 with the NOK 4,392 annual ceiling; reimbursement cannot be taxed above the amount reimbursed. Private availability for whole/started months controls the proportionate benefit; employee contributions do not reduce the standard benefit (FSFIN §§5-12-21–22). Sporadic availability is excluded only within §5-12-23's limits of no more than 14 days in 30 and no more than 30 days in the year.

Travel allowances require genuine work travel and actual extra subsistence costs borne by the employee. Keep the signed expense statement, travel dates/times, purpose, destination, lodging type/cooking facilities, meals supplied and mileage evidence under [Payment regulation §5-6-12](https://lovdata.no/dokument/SF/forskrift/2007-12-21-1766). The overnight hotel rate assumes the employee pays breakfast. Deduct supplied meals using the table, rounded to the nearest whole krone as the rates regulation requires. Documented higher actual costs can replace the allowance treatment under its conditions; unsupported/excess allowances are taxable. The overnight allowance for a started extra day uses the last lodging category. The limited unreceipted night supplement is NOK 452 under 2026 rates regulation §2, subject to its state-regulation and documentation conditions. Occupational mileage additions are NOK 1/km for each passenger, and qualifying forest/construction-road or special equipment/trailer cases (rates regulation §4). These are tax limits, not an instruction to pay an allowance.

For year-to-date taxable payments by one employer, calculate tax at the low rate to 12 G and high rate thereafter; deduct prior correctly computed year-to-date tax to obtain current withholding. Use the **last G fixed for the income year**, not average G. Salary and specified sole-trader profit share the annual band; each employer's withholding test uses that employer's own cumulative payments, while the taxpayer with combined income above the band can request advance tax (§5-2). Reconcile multiple employers and business income, rather than giving each stream a permanent 12 G allowance.

**Youth refund from 1 January 2026:** for an employee aged **13–19 at year end**, qualifying employment earnings and sickness pay up to **NOK 100,000** are exempt. Pensions and other insurance benefits do not qualify. Employers still withhold income tax and applicable insurance from the first krone. Skatteetaten refunds qualifying withheld amounts; the statutory payment is as soon as possible and no later than **three weeks after the refund decision**, not after payday (Act §3-3; Svalbard regulation §5; wage guidance). A person turning 20 during the year is outside the allowance. Report qualifying earnings correctly to support the refund.

On departure, unconditionally earned but unpaid remuneration is treated as paid at departure under [Act §3-1 and Income Tax Act §14-3(4)(b)](https://lovdata.no/dokument/NL/lov/1999-03-26-14/KAPITTEL_14). Do not lose accrued salary or holiday pay merely because the payment follows departure. Correct under/over-withholding under Act §5-2: the employer pays a shortfall, with the stated recourse rights; an excess is repaid to the employee. Correct the reported period as well as the ledger.

## Deadlines and filing

Establish the employer organisation number and reporting access, identify the employee by Norwegian identity/D-number, register/report the employment and Svalbard income in **a-melding**, and record payment dates. File monthly by the **5th of the following month**, using the applicable non-working-day rule. Report also when Svalbard activity ceases ([Act §5-2](https://lovdata.no/dokument/NL/lov/1996-11-29-68); [Administration Act §8-8](https://lovdata.no/dokument/NL/lov/2016-05-27-14); [wage guidance](https://www.skatteetaten.no/person/skatt/hjelp-til-riktig-skatt/svalbard/skatt-lonn/)). Do not defer reporting because payroll is small or no income tax is ultimately retained after a youth refund.

From **1 January 2026**, remit withheld tax **no later than the first working day after remuneration is paid** ([Payment Act §§10-10(1), 10-11](https://lovdata.no/dokument/NL/lov/2005-06-17-67)). Use the authority's payment identifier and current account instructions. Monthly reporting and payment are separate. Insurance follows the Svalbard collection rules in [regulation §5](https://lovdata.no/dokument/SF/forskrift/1997-12-15-1305). Employer contribution is zero only in the statutory cases; mainland work requires its own treatment.

## Penalties and interest

**A-melding has a separate reporting-sanction regime.** [A-Reporting Act §§1,10–11](https://lovdata.no/dokument/NL/lov/2012-06-22-43) applies on Svalbard. Missing mandatory payroll information can attract a daily coercive fine, normally **0.1 court-fee units per missing income recipient per day**, starting on the date in the decision, with a statutory total cap of **1,000 court-fee units**. A separate late-report fee is normally **0.25 court-fee units per day of lateness**, from the day after the deadline through delivery, capped at **15 units**. Do not impose that fee where a coercive fine has accrued for the same lateness. The regulations allow a different daily rate in special cases ([A-Reporting regulation §§4-1–4-4](https://lovdata.no/dokument/SF/forskrift/2014-06-24-857)). Keep these separate from ordinary tax-return sanctions and interest on unpaid tax.

Under [Svalbard Act §4-1](https://lovdata.no/dokument/NL/lov/1996-11-29-68), the Tax Administration Act applies. For ordinary tax-return/information duties outside the separate a-melding sanction rules above, missing mandatory information can trigger a daily coercive fine, ordinarily **0.5 court-fee units per day**, capped at **50 units** for the ordinary information failure ([Administration Act §14-1](https://lovdata.no/dokument/NL/lov/2016-05-27-14); [regulation §14-1-1](https://lovdata.no/dokument/SF/forskrift/2016-11-23-1360/KAPITTEL_13)). The authority's notice sets the start date; this is not an automatic charge on every late return.

Incorrect or incomplete information producing a tax advantage attracts **20%** additional tax, reduced to **10%** for the specified third-party-reported information. Intentional or grossly negligent failures can attract a further **20% or 40%**. Excusable circumstances, qualifying voluntary correction and other statutory exceptions must be tested ([Administration Act §§14-3 to 14-6](https://lovdata.no/dokument/NL/lov/2016-05-27-14)). These percentages apply to the tax advantage, not turnover.

Unpaid tax bears interest from the due date under [Payment Act §§11-1 and 11-6](https://lovdata.no/dokument/NL/lov/2005-06-17-67). The [authority's 2026 interest table](https://www.skatteetaten.no/satser/forsinkelsesrenter/) gives **12% a year for 1 January–30 June 2026** and **12.25% for 1 July–31 December 2026**. Split arrears at the change date. A payment falling due in 2027 needs the rate then in force; do not extrapolate 2026 rates.

The employer's liability for an income-tax withholding shortfall is separately imposed by Act §5-2. A youth refund does not excuse failure to withhold/remit/report.

## Cross-border points

Assess employee duration separately from employer business activity. A Svalbard employer's work performed on Svalbard has the zero employer-contribution rate even where that employee has not met the income-tax stay test; another employer gets that rate for remuneration taxed under the Svalbard Act ([contribution decision §3](https://lovdata.no/dokument/STV/forskrift/2025-12-18-2748)). This does not remove employee insurance. Obtain the membership decision and any Nordic coordination evidence using the social guide. Mainland wages are not Svalbard wages merely because the payer or employee has a Svalbard address. Use the residence guide for departure and overlapping residence.

## Two worked examples that recompute

**Ordinary adult employee.** Monthly cash salary NOK 50,000, no benefits, member in the ordinary salary class, no youth relief, annual income below 12 G. Income tax NOK 4,000 and insurance NOK 3,800 leave NOK 42,200 cash. Employer contribution is zero on these Svalbard facts.

```oa-check
name: Svalbard adult monthly cash payroll 2026
inputs:
  cash: 50000
steps:
  income_tax: cash*0.08
  insurance: cash*0.076
  net_cash: cash-income_tax-insurance
expected:
  income_tax: 4000
  insurance: 3800
  net_cash: 42200
```

**Benefit and threshold crossing.** Same member/class assumptions; previously paid gross NOK 1.6m by this employer. Current cash NOK 60,000 plus a free car NOK 2,850 produces cumulative gross NOK 1,662,850. Only NOK 38,588 of this month's gross remains in the low band; NOK 24,262 is high-rate. Current income tax NOK 8,424.68 plus insurance NOK 4,776.60 leaves cash NOK 46,798.72. The example shows raw liability arithmetic before rounding of the tax/payment claim. Income bases are whole kroner under decision §4. Payment regulation §10-4-4 requires tax/contribution claims rounded down to whole kroner; apply it at the actual claim stage and reconcile the remittance. Do not confuse that claim rounding with benefit/meal rounding or silently round the wage base twice.

```oa-check
name: Svalbard car benefit and band crossing 2026
inputs:
  previous_gross: 1600000
  cash: 60000
  car: 2850
  g: 136549
steps:
  gross: cash+car
  band: 12*g
  cumulative: previous_gross+gross
  total_tax: min(cumulative,band)*0.08+max(0,cumulative-band)*0.22
  previous_tax: min(previous_gross,band)*0.08+max(0,previous_gross-band)*0.22
  current_tax: total_tax-previous_tax
  insurance: gross*0.076
  net_cash: cash-current_tax-insurance
expected:
  current_tax: 8424.68
  insurance: 4776.60
  net_cash: 46798.72
```

## Ask the client first

- Which exact dates and work locations establish residence or the continuous stay?
- What is the employee's year-end age and insurance membership/class?
- What cash, holiday pay, directors' fees, benefits and allowances are paid or accrued?
- What has this employer and each other employer paid this year, and is there sole-trader income?
- What reports, remittances, corrections, departure payments or youth refund decisions exist?

The current Skatte-ABC contains stale year labels in some rate paragraphs and numbering inconsistencies. The enacted 2026 decision and consolidated statute control all figures here.

Not yet confirmed: None for the ordinary imported allowances and statutory claim-rounding rule stated above. Specialist benefit arrangements are outside scope as declared in the README.
