# Qatar VAT status v0.1
## Who this applies to
The [GTA investor guide](https://www.gta.gov.qa/en/investors-guide), read on 24 October 2026, expressly states
that Qatar has not applied VAT. This Guide records that current position for
Qatar businesses and overseas suppliers. Absence of implementation is not a
zero-rated VAT regime, a promise about future years or an exemption from other
taxes. Read [qa-vat-gst](qa-vat-gst.md) and [qatar-tax](qatar-tax.md) as the same
VAT-status rule, not different elections.
## Rates, bands and thresholds
| Item | Current rule | Year | Official source |
|---|---|---|---|
| Domestic Qatar VAT rate | Not applicable: VAT has not been applied | 2026, checked 24 October | [GTA investor guide, VAT statement](https://www.gta.gov.qa/en/investors-guide) |
| VAT registration threshold | Not applicable under the unimplemented regime | Same date | [GTA investor guide](https://www.gta.gov.qa/en/investors-guide) |
| Domestic VAT filing/payment timetable | Not applicable under the unimplemented regime | Same date | [GTA investor guide](https://www.gta.gov.qa/en/investors-guide) |
Do not insert an anticipated GCC rate, proposed threshold or commencement date
into a current Qatar calculation. A regional framework alone does not establish
a Qatar VAT liability.
## The base
Do not calculate domestic Qatar output VAT, reverse-charge VAT or recoverable
Qatar input VAT under an unimplemented system. An invoice amount without Qatar
VAT remains the commercial amount; do not label the supply as legally zero-rated
or construct a fictitious VAT account. This follows the GTA implementation
statement above.
For bookkeeping, classify the actual goods/services, invoice, supplier country,
place of delivery/use and each separately evidenced tax. A bank name or payment
reference alone does not establish a tax treatment. Excise, customs and income-tax
withholding require their own charge, product classification, exemptions and
current source; the absence of VAT supplies none of those answers. The
[GTA tax information](https://www.gta.gov.qa/en/taxes-info) separately describes
excise and income tax. Detailed excise/customs computation is outside this
VAT-status Guide; no flat import-tax assumption is made here.
## Deadlines and filing
There is no current domestic Qatar VAT registration, return or payment timetable
to populate under the GTA's stated implementation status. Do not file a fictional
nil VAT return or use an income-tax form as a VAT return. Income-tax registration,
returns and WHT remain separate: [qa-corporate-income-tax](qa-corporate-income-tax.md)
and [qa-cross-border-tax](qa-cross-border-tax.md). Recheck the GTA's current
implementation statement when advising after this read date, particularly for
contracts spanning a legislative change.
## Penalties and interest
There is no current domestic VAT late-return, late-payment or input-claim penalty
to compute under an unimplemented Qatar VAT regime. This does not remove a
penalty under another tax law. If a notice concerns excise, customs, income tax
or nonresident WHT, identify that tax and its law rather than applying an
invented VAT percentage. Source: [GTA implementation and tax information](https://www.gta.gov.qa/en/investors-guide).
## Cross-border points
A foreign supplier's VAT must be tested under that country's rules, including
place of supply, export evidence and any nonresident refund procedure. The
absence of Qatar input-VAT recovery does **not** establish that foreign VAT was
correctly charged or is irrecoverable in its own jurisdiction. Do not infer a
foreign refund outcome from the Qatar investor guide, or net foreign VAT against
Qatar income-tax payments. Obtain the foreign invoice and the relevant foreign
authority's current law before deciding recoverability.
Income-tax WHT on a foreign service is a separate analysis under
[ITL art. 9 and ER arts. 21–24](https://almeezan.qa/legislations/d444f6ad-68b1-4244-af96-6bf9ee39e065); it is not reverse-charge VAT. Use
[qa-cross-border-tax](qa-cross-border-tax.md) to determine performance/use,
PE connection, exclusions, gross versus net price and treaty relief.
## Two worked examples that recompute
### 1. Qatar domestic service invoice
Assume an agreed service price of QAR 50,000, no separately applicable non-VAT
tax or adjustment, and the current GTA VAT status. No Qatar VAT is added:
amount payable QAR 50,000. The zero below records **no VAT regime**, not a
statutory 0% rate.
```oa-check
name: Qatar service invoice with VAT not implemented
inputs:
agreed_price: 50000
qatar_vat_amount: 0
steps:
payable: agreed_price + qatar_vat_amount
expected:
payable: 50000
```
### 2. Foreign invoice with a tax amount awaiting foreign-law review
A foreign supplier invoices QAR-equivalent 10,000 plus a separately stated
QAR-equivalent 500 foreign tax. These are assumed invoice amounts, **not**
a Qatar or foreign statutory tax rate. Gross invoice cash is 10,500. Domestic
Qatar input-VAT recovery is zero under the unimplemented regime. Record a
separate 500 item for foreign-law review; this arithmetic decides neither a
foreign refund nor final expense deductibility.
```oa-check
name: Qatar foreign purchase tax isolated for review
inputs:
supplier_net: 10000
foreign_tax_invoiced: 500
qatar_input_vat_recovery: 0
steps:
invoice_cash: supplier_net + foreign_tax_invoiced
foreign_tax_to_review: foreign_tax_invoiced - qatar_input_vat_recovery
expected:
invoice_cash: 10500
foreign_tax_to_review: 500
```
## Ask the client first
- Which transaction date, invoice and contract need a Qatar VAT answer?
- Where are the supplier, customer, delivery and actual use of the supply?
- What tax is actually shown on the invoice or authority notice, and in which country?
- Are the goods excisable or subject to a customs entry requiring separate classification?
- Is the payment to a nonresident for an income-tax withholding category?

Not yet confirmed: no future Qatar VAT commencement, rate or threshold is asserted.
Foreign VAT entitlement, excise and customs computations need their own country,
product and period analysis and are outside this VAT-status scope.
