# Norway Tax Overview

## Norwegian tax system at a glance

Norway runs a dual income tax. A flat 22% tax falls on ordinary income (alminnelig inntekt, net income after deductions). A progressive bracket tax and the national insurance contribution fall on personal income (personinntekt, gross pay and business income). Individuals also pay net wealth tax. The yearly rates are set in the Storting's tax decision for 2026 (Stortingets skattevedtak, ssv.). The headline parameters for 2026 are below; the domain skills give the detail.

- **Tax authority**: the Norwegian Tax Administration (Skatteetaten), skatteetaten.no. Laws are published on lovdata.no _(Skatteforvaltningsloven, lov 2016-05-27-14)_
- **Tax year**: the calendar year. The return covers wealth at 1 January of the assessment year and income and deductions from the previous calendar year _(skatteforvaltningsforskriften § 8-2-2 first paragraph)_
- **Currency**: Norwegian kroner (NOK)
- **Basis of taxation**: residents are taxed on all their wealth and income in Norway and abroad _(skatteloven § 2-1 ninth paragraph)_. Non-residents are taxed on Norwegian items listed in skatteloven § 2-3, such as business carried on in Norway and dividends from Norwegian companies _(skatteloven § 2-3 first paragraph)_
- **Residence**: a person becomes resident after staying more than 183 days in any 12-month period, or more than 270 days in any 36-month period _(skatteloven § 2-1 second paragraph)_. Leaving is harder: see [no-individual-residence](no-individual-residence.md)
- **Tax on ordinary income**: 22% for individuals and companies _(Forskuddsutskrivingen 2026; ssv. §§ 3-2, 3-3, 3-8)_. For individuals it is made up of common tax to the state at 8.25%, county tax up to 2.40% and municipal tax up to 11.35% _(ssv. §§ 3-2, 3-8)_. Residents of Finnmark and the listed Troms municipalities pay 18.5% _(Skatteetaten, Alminnelig inntekt 2026; ssv. § 3-2)_
- **Bracket tax (trinnskatt) on personal income**: 1.7% above NOK 226,100; 4.0% above NOK 318,300; 13.7% above NOK 725,050; 16.8% above NOK 980,100; 17.8% above NOK 1,467,200 _(ssv. § 3-1)_
- **National insurance contribution**: 7.6% on salary; 5.1% on pensions; 10.8% on business income (7.6% for fishing, hunting and childminding in the home). The lower limit is NOK 99,650 _(Forskuddsutskrivingen 2026, central rates)_. See [no-social-contributions](no-social-contributions.md)
- **Top marginal rate on salary**: 22% + 17.8% bracket tax + 7.6% national insurance = 47.4% _(Skatteetaten, Maksimale effektive marginale skattesatser 2026)_
- **Personal allowance and minimum deduction**: personal allowance NOK 114,540 _(ssv. § 6-3)_. Minimum deduction on salary 46% of income, at most NOK 95,700; on pensions 40%, at most NOK 75,400 _(ssv. § 6-1; Forskuddsutskrivingen 2026)_
- **Dividends and share gains (individuals)**: the amount after the shielding deduction is multiplied by 1.72 and taxed at 22%, an effective 37.84% _(skatteloven §§ 10-11 first paragraph, 10-31 first paragraph; Forskuddsutskrivingen 2026)_. See [no-capital-gains](no-capital-gains.md)
- **Standard corporate income tax rate**: 22%; 25% for companies that pay financial-sector tax on wages _(ssv. § 3-3)_. See [no-corporate-income-tax](no-corporate-income-tax.md)
- **Withholding tax on dividends to non-residents**: 25%, or the lower treaty rate _(ssv. § 3-5 third paragraph)_

Registration is required once taxable sales exceed NOK 50,000 in a 12-month period _(merverdiavgiftsloven § 2-1 first paragraph)_. See [norway-mva](norway-mva.md)
- **Personal tax return filing deadline**: end of April in the year after the income year (30 April 2027 for 2026); end of May for owners of sole proprietorships and for companies _(skatteforvaltningsforskriften § 8-2-3 first paragraph)_
- **Advance tax for individuals**: four equal instalments on 15 March, 15 June, 15 September and 15 December of the income year _(skattebetalingsloven § 10-20 first paragraph)_. Companies pay on 15 February and 15 April of the following year _(§ 10-20 third paragraph)_
- **Net wealth tax**: Yes. Individuals pay municipal wealth tax up to 0.35% and state wealth tax of 0.65% on net wealth above NOK 1,900,000, and 0.75% state tax on wealth above NOK 21,500,000. The combined rate is 1.0%, and 1.1% above NOK 21,500,000. Married couples taxed together have double thresholds (NOK 3,800,000 and NOK 43,000,000) _(ssv. §§ 2-1, 2-3; Skatteetaten, Formuesskatt 2026)_

Note: the law sets the primary-home threshold for the 70% wealth valuation at NOK 14,000,000 for income year 2026. Lov 23 June 2026 nr. 66 part II rewrote skatteloven § 4-10 second paragraph third sentence to NOK 14,000,000, and part IV puts that change in force at once (23 June 2026) with effect from income year 2026. Skatteetaten's Formuesskatt 2026 rate page also says 14 million. Skatteetaten's Forskuddsutskrivingen 2026 (December 2025, before the amendment) still says NOK 10 million; that figure is out of date.

Not yet confirmed: the national insurance rates in folketrygdloven and the Storting's contribution decision themselves (taken here from Skatteetaten's 2026 central rates); the shielding rate (skjermingsrente) for 2026, which is set after the year ends; inheritance and gift tax (not re-read for this update).
