Use it to classify the taxpayer, income category, business and payroll activity, registration status and intended period before choosing the corporate, wage-income, VAT, payroll or formation Guide. It replaces blanket worldwide-income and universal-return-date statements with source-specific routing, and links existing figure homes instead of repeating their rates. Two executable cases test separate income schedules and permissible payment credits. The enacted 2026 fiscal annex, later amendments, complete transfer-pricing and cross-border coverage, actual forms and authenticated filing remain unresolved. No comprehensive coverage or professional attestation is claimed."

# Mali tax intake and routing source-reference draft v0.1
> **General reference only.** This skill is general tax/accounting reference material for AI-assisted workflows. It has not been reviewed for any specific person's facts, documents, elections, deadlines, residency, filing status, or local procedures. Do not rely on it to file, pay, amend, or take a tax position without review by a qualified professional in the relevant jurisdiction.
**2026 research draft; current-law approval remains blocked.** The ordinary Guides reconstruct identified older DGI provisions and undated guidance. The historical CSS Guide remains a separate accepted 2025 source baseline. Neither that acceptance nor this overview proves an unchanged operative 2026 rule. Enacted finance-law article 46 refers to fiscal Annex U, which was not present in the retrieved gazette and has not been read. Current-year metadata describes this research job; it is not a technical retrieval/publication safeguard. [Loi 2025-056 art. 46](https://sgg-mali.ml/JO/2025/mali-jo-2025-33-5.pdf#page=11).
## Who this applies to
Use this job for initial classification and workpaper assembly for a person or business with Mali activity, income, wages, supplies or establishment. The DGI code has distinct wage, property, investment and business-income chapters; a person having several categories does not turn them into one undifferentiated personal-income base. The ordinary company charge depends on legal form and elections, not merely on calling an activity a business. [CGI arts. 1–5, 15, 23, 43, 82–84](https://www.dgi.gouv.ml/CGI/).
DGI administers the domestic taxes described in the code and publishes registration guidance; do not use that observation to assume it administers every customs or social-insurance procedure. The BCEAO identifies Mali among the countries using its CFA franc. Keep transaction records in their actual currency and the workpaper's XOF/FCFA presentation explicit; no exchange rate is supplied here. [DGI NIF guidance](https://www.dgi.gouv.ml/comment-obtenir-un-numero-didentification-fiscal-nif/); [BCEAO currency description](https://www.bceao.int/fr/content/histoire-du-franc-cfa).
## Rates, bands and thresholds
This overview owns routing, not duplicate tax figures. Open the complete linked Guide and its source/currentness limits before using any figure.

## The base
1. Record the intended year/period, person, legal form/elections, location and activity. Separate individual wage income, business profit, property income and investment payments. The source assigns them distinct categories and companies/partners distinct assessments. This pack does not provide a current comprehensive property, investment, agricultural or capital-gain computation. Route an uncovered category to source research; do not borrow the wage bands. [CGI arts. 1–5, 15–16, 23–25, 43, 82–84](https://www.dgi.gouv.ml/CGI/).
2. Establish residence and source for the actual category. The source's employment article has particular habitual-residence, housing, work and payer conditions; the business article charges Mali profits subject to ratified conventions. The former blanket statement that all residents pay on worldwide income and all non-residents only on Mali-source income is not a sufficient calculation rule. Use [wage income](ml-income-tax.md) or [corporate income](ml-corporate-income-tax.md) for the relevant tests; treaty facts need their own work. [CGI arts. 4, 44, 94–98](https://www.dgi.gouv.ml/CGI/).
3. Reconcile documents to the relevant base: wages/benefits and deduction evidence; accounting profit/adjustments and turnover; supply/tax-point and purchase records; or payroll by person and branch. Do not equate turnover, profit, cash receipts and taxable wages. The source treats these as different bases and timing rules. [CGI arts. 5–7, 48–51, 85–86, 198–206; LPF art. 60](https://www.dgi.gouv.ml/CGI/).
4. Establish NIF, tax regime and any sector/exemption/foreign-establishment facts before assigning forms or dates. A company can have profit-tax, VAT and employer workstreams at once; one registration document is not evidence that each filing has been completed. DGI's NIF application is distinct from RCCM incorporation and from tax-specific declarations. [DGI NIF guidance](https://www.dgi.gouv.ml/comment-obtenir-un-numero-didentification-fiscal-nif/); [LPF arts. 23–28, 57, 110–115](https://www.dgi.gouv.ml/CGI/); [AUSCGIE arts. 97–101](https://biblio.ohada.org/doc_num.php?explnum_id=2032).
5. Assemble the applicable workpapers and reconcile each assessment to its own supported payment/credit evidence. The source credits paid company instalments excluding increases; a bank line marked tax is not enough to identify its tax, period or eligible credit. Reconcile duplicates and penalties separately. These are review controls supporting the statutory credit rule, not invented official form fields. [LPF arts. 281–285](https://www.dgi.gouv.ml/CGI/).
## Deadlines and filing
The business chapter normally uses the calendar accounting year with specific first-period exceptions; it does not establish one universal period or filing date for every tax. The legacy general March return date is replaced by the corporate, wage, VAT and payroll filing sections linked above. They distinguish annual statements, monthly/quarterly returns and payments, special taxpayers and source exceptions. [CGI art. 48; LPF arts. 29–35, 57, 110, 276–285, 322, 414–418](https://www.dgi.gouv.ml/CGI/).
Use a separate calendar row for each identified taxpayer, tax/contribution, period, legal due date, actual prescribed form, payment reference and evidence of completion. Under the source LPF, declarations follow the administration's model, are signed with required attachments and are filed with the competent service; a deposit certificate is distinct from payment. Obtain the actual current form and authorised route, reconcile working papers to its fields and retain both filing and payment evidence. This draft has not inspected current boxes or authenticated portal steps and does not authorise a 2026 filing. [LPF arts. 23–28, 281, 325–326](https://www.dgi.gouv.ml/CGI/).
## Penalties and interest
Do not attach one blanket penalty percentage to the intake. The source distinguishes non-filing, incomplete supporting documents, understatement, failure to withhold and late payment, with tax-specific branches and notice facts. Route a missed obligation or notice to the matching Guide and establish actual dates before any calculation. Current sanctions and their interaction remain held wherever the operative source chain is unproved. [LPF arts. 36–39, 65–67, 98, 119–122, 283–285, 328, 419–421](https://www.dgi.gouv.ml/CGI/).
## Cross-border points
Ask separately about foreign residence, employer/payer, work/use location, branch/installation, ownership and related-party transactions. The older code has different employment, business-payment, VAT territoriality/representation and transferred-profit provisions; none provides a universal foreign-income exemption or treaty rate. TP and comprehensive XB work remain partial gaps until a dedicated supported method and its currentness limits are available. Do not infer treaty entitlement from nationality or a foreign address. [CGI arts. 4, 44, 80–81, 94–98, 196–197; LPF art. 57-A](https://www.dgi.gouv.ml/CGI/).
## Two worked examples that recompute
These are intake/reconciliation cases, not tax-rate calculations. Their amounts are hypothetical client-document inputs, not statutory figures.
**Separate the schedules before computing.** One individual has XOF 1.5 million salary, XOF 2 million documented sole-business profit and XOF 300,000 dividend receipts. Reconcile XOF 3.8 million to the records, but keep all three categories separate. Send employment to the wage job, business profit to the appropriate individual IBIC workpaper and dividends to the relevant investment-income research. Routing the whole total to ITS would wrongly mix the XOF 2.3 million non-wage categories into a wage base. This overview does not supply the missing individual IBIC or dividend liability.
```oa-check
name: Mali intake source test, separate income categories
inputs:
salary: 1500000
business_profit: 2000000
dividends: 300000
steps:
record_total: salary + business_profit + dividends
wage_schedule: salary
non_wage_schedules: business_profit + dividends
wrong_its_base: record_total
wage_base_overstatement: wrong_its_base - wage_schedule
expected:
record_total: 3800000
wage_schedule: 1500000
non_wage_schedules: 2300000
wage_base_overstatement: 2300000
```
**Which payments qualify as company instalment credits?** Assume an annual assessment already legally established at XOF 6 million outside this overview and three unique principal instalment receipts of XOF 1 million each. A separate XOF 100,000 late-payment increase is not an instalment credit under the source rule. Supported credit is XOF 3 million and the remaining assessment XOF 3 million. Including the increase would understate the balance by XOF 100,000. This tests payment characterisation and reconciliation; it does not validate the assessment or settle another tax.
```oa-check
name: Mali intake source test, principal credit or penalty
inputs:
independently_established_assessment: 6000000
first_principal: 1000000
second_principal: 1000000
third_principal: 1000000
late_payment_increase: 100000
steps:
supported_credit: first_principal + second_principal + third_principal
remaining_assessment: independently_established_assessment - supported_credit
wrong_credit: supported_credit + late_payment_increase
wrong_balance: independently_established_assessment - wrong_credit
understatement: remaining_assessment - wrong_balance
expected:
supported_credit: 3000000
remaining_assessment: 3000000
wrong_balance: 2900000
understatement: 100000
```
## Ask the client first
- Which year, persons, legal forms/elections and intended transactions are involved?
- What income categories, turnover, taxable supplies and employee relationships exist?
- What residence, work/use locations, foreign establishments, treaty and related-party facts change the route?
- What registrations, tax regimes, approvals or exemptions are evidenced?
- Which returns, payment/credit receipts, assessments and notices already exist for each period?
- Which operative sources, current forms and required procedures are still missing before action?
