# UK R&D tax relief under the merged scheme (RDEC) for accounting periods from 1 April 2024
The merged scheme R&D expenditure credit (RDEC) is a taxable credit that a UK company claims on its Company Tax Return for qualifying research and development expenditure. HMRC states that the merged scheme RDEC and enhanced R&D intensive support (ERIS) replace the old RDEC and small and medium-sized enterprise (SME) schemes for accounting periods beginning on or after 1 April 2024. Figures are for tax year 2026. For a company that means Corporation Tax financial year 2026, which begins 1 April 2026. R&D relief follows the accounting period, not the tax year: the test is the date the accounting period began. HMRC's rate table lists one merged scheme rate for every accounting period beginning on or after 1 April 2024, and it still prints that rate in October 2026.
## Who this is for
A company can claim the merged scheme RDEC only if it is trading, is chargeable to Corporation Tax, and has a project that meets the definition of R&D. All three conditions must be met. HMRC's manual adds that only companies with a trade chargeable to UK Corporation Tax can claim, that ineligible companies cannot claim, and that expenditure attributable to an exempt foreign permanent establishment cannot qualify.
Claimants of any size use one set of rules. Profit-making SMEs, and SMEs that are not R&D intensive, claim under the merged scheme. A loss-making R&D intensive SME may claim ERIS instead, or may choose the merged scheme. A company cannot claim under both schemes for the same expenditure.
This skill does not cover accounting periods beginning before 1 April 2024, which fall under the old RDEC and SME schemes. It does not work through an ERIS claim, the Northern Ireland ERIS provisions, or a ring fence trade (oil extraction or oil rights). It gives the ERIS headline figures only so that the choice between the two schemes can be seen.

The ERIS intensity condition has a second route: a company that met the condition in its last 12-month accounting period, and made a valid claim to SME relief or ERIS in that period on expenditure incurred on or after 1 April 2023, can also claim. Both of those must apply.

The exemption needs both conditions: "The PAYE cap does not apply in accounting periods where a company meets both conditions A and B." Relevant PAYE and NIC liabilities start from the company's own PAYE income tax and Class 1 National Insurance for each payment period in the accounting period. Add the liabilities of a connected company attributable to externally provided workers (EPWs) it supplied or R&D contracted out to it by the claimant. Take off the claimant's own liabilities attributable to EPWs it supplied to, or R&D it performed for, a connected company.

Project details: a claim for 1 to 3 projects describes every project. A claim for 4 or more projects describes at least 3 projects that together make up at least half of the qualifying expenditure claimed. Where that would take more than 10 projects, the company describes the 10 projects with the highest qualifying expenditure.

## The method, step by step
1. Fix the scheme from the date the accounting period began, using HMRC's [merged scheme and ERIS guidance](https://www.gov.uk/guidance/research-and-development-rd-tax-relief-the-merged-scheme-and-enhanced-rd-intensive-support). A period beginning on or after 1 April 2024 uses the merged scheme or ERIS. Confirm the company is trading, chargeable to Corporation Tax, and has a project that meets the R&D definition. If it is a loss-making R&D intensive SME, decide between ERIS and the merged scheme; the same expenditure cannot go into both.
2. Check whether a claim notification form is needed, and its window, on [Tell HMRC that you're planning to claim](https://www.gov.uk/guidance/tell-hmrc-that-youre-planning-to-claim-research-and-development-rd-tax-relief). The window and the exceptions are in the notification table above. A missed window makes the claim invalid.
3. Work out the gross credit as on [Work out your R&D tax relief](https://www.gov.uk/guidance/work-out-your-research-and-development-tax-relief): identify the qualifying R&D costs, add them, and apply the rate in the tables above. A ring fence trade has its own rate in [CIRD115000](https://www.gov.uk/hmrc-internal-manuals/corporate-intangibles-research-and-development-manual/cird115000); refer it.
4. Submit the [additional information form](https://www.gov.uk/guidance/submit-detailed-information-before-you-claim-research-and-development-rd-tax-relief) for each accounting period, before or on the same day as the return and always before it. The dates must match the return.
5. Make the claim on the return as in [Make a claim for R&D tax relief on your Company Tax Return](https://www.gov.uk/guidance/make-a-claim-for-rd-tax-relief-on-your-company-tax-return): include the credit in taxable income, mark boxes 656 and 657, give bank details, and complete CT600L. Quantify the amount; an unquantified claim is not valid ([CIRD81800](https://www.gov.uk/hmrc-internal-manuals/corporate-intangibles-research-and-development-manual/cird81800)).
6. Run the payment steps in order, as in [CIRD112100](https://www.gov.uk/hmrc-internal-manuals/corporate-intangibles-research-and-development-manual/cird112100). At step 2, use the main rate if the company's profits before the RDEC are chargeable at the main rate, which includes a company getting marginal relief, and the small profits rate for every other company, including a loss-maker. The rates for financial year 2026 are in the Corporation Tax table above.
7. Apply the PAYE cap at step 3 using [CIRD140000](https://www.gov.uk/hmrc-internal-manuals/corporate-intangibles-research-and-development-manual/cird140000). Reduce the fixed part for an accounting period under 12 months. Test the exemption: it needs both condition A and condition B. Any excess over the cap moves to the next accounting period as RDEC without a new claim.
8. Expect any step 7 balance to be paid only if the step 7 conditions are met, and generally only to the claimant company: under the nominations and assignments restrictions (CTA09/S1142C and D) HMRC pays step 7 RDEC direct to the claimant, per [CIRD111000](https://www.gov.uk/hmrc-internal-manuals/corporate-intangibles-research-and-development-manual/cird111000).
9. Make, amend or withdraw the claim within the time limit in the claim tables above. Switching from ERIS to the merged scheme, or back, in an amendment needs a new additional information form.
## Ask the client first
- On what date did the accounting period begin, and how long is the period of account? (This sets the scheme, the notification window, the number of additional information forms and the claim deadline.)
- When did the company last make an R&D claim, was it removed by HMRC, and was it made by amendment? (This decides whether a claim notification form is needed.)
- Is the company loss-making before any R&D deduction, and is its relevant R&D expenditure at or above the ERIS intensity share in the table above? (This opens the ERIS choice.)
- Before the RDEC, are the company's profits chargeable at the main rate, or is it small or loss-making? (This sets the step 2 notional tax rate.)
- What are the company's PAYE and Class 1 National Insurance liabilities for the payment periods in the accounting period, and do connected companies supply EPWs or carry out contracted R&D? (This sets the PAYE cap and the exemption test.)
- Does the company carry on a ring fence trade, have a registered office in Northern Ireland, or pay overseas contractors or overseas EPWs? (Each takes the claim outside this skill.)
## When to refuse or refer
- Accounting periods beginning before 1 April 2024: the old RDEC and SME schemes apply.
- Ring fence trades: a different RDEC rate and different step 2 rates apply.
- ERIS claims in full, including the intensity condition, connected-company cost allocation and the Northern Ireland provisions with their de minimis State aid declarations.
- Whether an activity meets the definition of R&D for tax purposes, and the technical narrative behind that.
- Overseas restrictions on contractor and EPW payments (CIRD150000) and the contracted-out R&D rules (CIRD160000).
- Group surrenders at steps 2 and 5, and contract settlements at step 6.
- Late claims, where HMRC's discretion follows Statement of Practice 5 (2001).
- A claim under HMRC enquiry, or a company that may fail the going concern condition at step 7.
