# Burundi: tax classification and compliance routing for 2026 v1.2
> **General reference only.** This Guide is general tax/accounting reference material for AI-assisted workflows. It has not been reviewed for any specific person's facts, documents, elections, deadlines, residency, filing status, or local procedures. Do not rely on it to file, pay, amend, or take a tax position without review by a qualified professional in Burundi.
## Who this applies to
Use to classify an ordinary Burundi taxpayer's obligations, not to calculate every tax in one table. OBR administers internal taxes; INSS administers its social contributions; ADB commercial registration and OBR tax identification are distinct. Burundi income law uses francs burundais and a calendar income-tax year, subject to approved alternative company years. The budget year runs across calendar years; the enacted 2025/26 modified budget and 2026/27 budget apply from different dates within 2026. [IR arts. 16–18 and 21](https://www.obr.bi/images/LOI_N1_14_DU_24_DECEMBRE_2020_PORTANT_MODIFICATION_DE_LA_LOI_N1_02_DU_24_JANVIER_2013_RELATIVE_AUX_IMPOTS_SUR_LES_REVENUS_1.pdf); [arts. 233 and 277](https://www.obr.bi/images/LOI_DE_FINANCES_2026-2027_PROMULGUEE_compressed.pdf).
## Rates, bands and thresholds
| Item and conditions | Rule / amount | Period | Official source |
|---|---|---|---|
| Ordinary income-tax year | 1 January–31 December; Commissioner General approval required for an eligible alternative twelve-month entity year | 2026 | [Arts. 16–18](https://www.obr.bi/images/LOI_N1_14_DU_24_DECEMBRE_2020_PORTANT_MODIFICATION_DE_LA_LOI_N1_02_DU_24_JANVIER_2013_RELATIVE_AUX_IMPOTS_SUR_LES_REVENUS_1.pdf) |
| Modified 2025/26 budget | Effective 1 January 2026; use its fiscal-year-specific conditions for the first half of calendar 2026 | 2026 | [Art. 252](https://www.obr.bi/images/PDF/Loi%20de%20Finances%202025-2026%20Modifi%C3%A9e.pdf) |
| 2026/27 budget | Effective 1 July 2026; check amended VAT, financing and procedure rules from that date | 2026 | [Art. 277](https://www.obr.bi/images/LOI_DE_FINANCES_2026-2027_PROMULGUEE_compressed.pdf) |
| Income-tax rates and minimum | Use the resident/entity/income classification in the individual or corporate Guide; no universal personal-income band for business profit | 2026 | [Arts. 19–23, 94–104](https://www.obr.bi/images/LOI_N1_14_DU_24_DECEMBRE_2020_PORTANT_MODIFICATION_DE_LA_LOI_N1_02_DU_24_JANVIER_2013_RELATIVE_AUX_IMPOTS_SUR_LES_REVENUS_1.pdf) |
| VAT and source withholding | Separate tax bases and separate schedules; a tax paid in one does not waive the other | 2026 | [Arts. 19–23, 54; IR art. 122 as budget-amended](https://www.obr.bi/images/LOI_N1_10_DU_16_NOVEMBRE_2020_PORTANT_MODIFICATION_DE_LA_LOI_N1_12_DU_29_JUILLET_2013_PORTANT_REVISION_DE_LA_LOI_N1_02_DU_17_FEVRIER_2009_PORTANT_INSTITUTION_DE_LA_TAXE_SUR_LA_VALEUR_AJOUTEE_TVA_.pdf) |
## The base
Choose the substantive home before answering:
| Job | Guide and reason |
|---|---|
| Personal annual employment/rental bands, ordinary self-employment, quarterly micro-business and agriculture | [Individual income](bi-income-tax.md); distinguishes income categories and exemptions |
| Company business profit, minimum, losses, asset allowances, annual return and advances | [Corporate income](bi-corporate-income-tax.md); corporate trading gains do not inherit an individual disposal rate |
| VAT existence/standard rate, intermediate/exempt/zero supplies, registration, monthly credit and reverse charge | [VAT](bi-vat-gst.md); two period-specific thresholds and documentary recovery tests |
| Monthly salary withholding, ordinary pension/risk contributions and annual employer recap | [Payroll/social](bi-payroll-social.md); OBR and INSS calendars differ |
| SPRL/SU/branch choice, capital, founder documents, agency fees and NIF/RC outputs | [Company formation](bi-company-formation.md); ADB and OBR responsibilities are separate |
| Related pricing and financing | [Transfer pricing](bi-transfer-pricing.md); dependency and loan conditions require facts |
| Resident/worldwide versus nonresident/source, PE, dividends/interest/royalty/service withholding and foreign credit | [Cross-border](bi-cross-border-tax.md); domestic rules before treaty relief |
A special levy, exemption approval or sector-specific regime needs its own current source. Do not replace a missing special computation with the ordinary figure. Keep the taxpayer's facts, actual source documents, calculation and filing/payment evidence together.
## Deadlines and filing
1. Identify legal form, residence, activity, accounting dates, taxpayer class, turnover, payroll, imports and foreign/related transactions. Obtain RC/NIF, registration certificates and prior returns/payments. The legal registration period is in [company formation](bi-company-formation.md); the VAT thresholds and switch dates belong to [VAT](bi-vat-gst.md).
2. Build separate obligation rows for annual income, any quarterly individual turnover return, corporate advances, monthly VAT, monthly employment withholding, other source withholding, annual employer recap and quarterly INSS, only where the actual facts create that obligation. Use each sibling's deadline and form route; do not call INSS monthly merely because payroll is monthly.
3. Use OBR's [current public portal routing](https://www.obr.bi/index.php/teledeclaration-telepaiement): medium/large taxpayers at [Umutangakori](https://umutangakori.obr.gov.bi/login-econtribuableobr), small/micro at [DPMC Umutangakori](https://umutangakori-dpmc.obr.gov.bi/). The [published July 2023 adhesion manual](https://www.obr.bi/images/Guide-utilisateur-adhesion-et-connexion.pdf) asks for NIF, confidential Extranet number, administrator identity and signed representative authority. Choose “Adhérer au portail”, validate NIF/Extranet, complete administrator identification, upload identity and authority, and submit acceptance. OBR sends acknowledgment, then after approval a password-initialisation link. Keep Extranet credentials private; do not put them in a tax computation.
4. Use the published form sections identified in each Guide and reconcile them to books and tax schedules. Preserve the filed declaration, acknowledgment, bank confirmation and quittance with NIF, period, tax and amount. A portal activation acknowledgment is not an income-return filing receipt, and a payment order is not proof the bank executed it.
5. General records remain locally available for ten years from the relevant fiscal year-end; source-withholding records have the specific ten following-year rule in the cross-border Guide. The general statute moves a deadline falling on a nonworking day to the next working day. A declaration extension request under procedure art. 27 must be made in writing at least fifteen days before due date, supported by unavoidable difficulty; an ordinary extension is once for no more than thirty days and does not extend payment automatically. [Arts. 9, 27 and 32](https://www.obr.bi/images/LOI_RELATIVE_AUX_PROCEDURES_FISCALES_ET_NON_FISCALES_2020.pdf).
The public page's “Espace Connecté” download actually opens a bank-console manual. It does not verify the taxpayer's final declaration, correction, payment-reference or receipt screens; those remain a practical filing gap.
## Penalties and interest
The general procedure law distinguishes late declaration, late payment, understatement and failure to withhold. Its art. 130 fixed declaration fines are BIF 100,000 for micro/small, BIF 300,000 for medium and BIF 600,000 for large businesses; art. 131 adds 10% of unpaid principal for late payment. Art. 142 applies a penalty equal to tax not withheld or not remitted. Do not add these mechanically to a VAT-specific penalty. Art. 126 sets interest by the annual ministerial rate plus 1.5 percentage points, simple monthly calculation with part of a month counted as a month. The current ministerial reference rate has not been established here. [Procedure arts. 126, 130–142](https://www.obr.bi/images/LOI_RELATIVE_AUX_PROCEDURES_FISCALES_ET_NON_FISCALES_2020.pdf).
## Cross-border points
Ask about foreign services, foreign shareholders, beneficial entitlement, foreign taxes, staff days and management location before assuming a domestic-only result. Use the [cross-border](bi-cross-border-tax.md) and [TP](bi-transfer-pricing.md) Guides. A newly ratified treaty needs its effective-date conditions checked; a catalogue listing is not enough. [IR arts. 3–15 and 57](https://www.obr.bi/images/LOI_N1_14_DU_24_DECEMBRE_2020_PORTANT_MODIFICATION_DE_LA_LOI_N1_02_DU_24_JANVIER_2013_RELATIVE_AUX_IMPOTS_SUR_LES_REVENUS_1.pdf).
## Two worked examples that recompute
Assume the completed sibling calculations give VAT BIF 1,080,000, employment withholding BIF 84,600 and other source withholding BIF 150,000 for the same month. A proposed combined tax payment BIF 1,314,600 reconciles, but each tax schedule still needs the correct declaration and allocation. These amounts are assumed outputs, not a new rate table.
```oa-check
name: Monthly tax payment reconciliation
inputs:
vat: 1080000
employment_withholding: 84600
other_withholding: 150000
proposed_payment: 1314600
steps:
- tax_total: vat+employment_withholding+other_withholding
- difference: proposed_payment-tax_total
expected:
tax_total: 1314600
difference: 0
```
Assume an employer has completed valid monthly INSS calculations of BIF 22,400 in each of three months, with no prior arrears or credits. The quarterly declaration/payment is BIF 67,200. Paying only the last month’s BIF 22,400 would underpay by BIF 44,800; the choice of a monthly payroll run does not change the quarterly employer obligation.
```oa-check
name: Quarterly contribution payment decision
inputs:
month_one: 22400
month_two: 22400
month_three: 22400
last_month_only: 22400
steps:
- quarter_due: month_one+month_two+month_three
- underpayment: quarter_due-last_month_only
expected:
quarter_due: 67200
underpayment: 44800
```
## Ask the client first
- Who is the taxpayer: individual/company/branch, residence, tax class and accounting year?
- Which income, taxable supplies, employees, imports or special activities exist?
- What turnover, purchase/import and stock data affect the regime switches?
- What related/foreign parties, service locations and actual payment dates exist?
- What registrations, prior filings, credits, official notices and payment receipts are available?
