# Skill: Finance Manager

## Invocation

```
/finance_manager <heartbeat | severe-flag | weekly-review | monthly-post-mortem>
```

Or picked up from a scheduled trigger (cron/heartbeat) rather than a live
prompt — this is the one role in the composed team designed to run unattended
as often as it runs interactively.

---

## Step 0 — Confirm the Investment Policy exists

Before routing anything: does `POLICY.md` (or the human's equivalent) exist and
is it current?

- No policy -> stop. Tell the human nothing in this pipeline should run for
  real without it. This is not a judgment call — see the finance-agents-base
  template's non-negotiable: no agent moves money, and no proposal is
  meaningful without the document every downstream agent is subordinate to.

---

## Step 1 — Receive Sentinel's output

| Sentinel says | Finance Manager does |
|---|---|
| "Nothing to report" | Log Info-grade with Scribe. Sleep. |
| A flag | Grade it (see Step 2). Route accordingly. |
| Missed heartbeat (2x) | Treat as Severe in its own right — silence is a signal. Alert the human directly. |

---

## Step 2 — Grade the flag

| Grade | What happens | Who's involved |
|---|---|---|
| **Info** | Logged only | Scribe |
| **Watch** | Evidence pack requested, no proposal | Analyst, Scribe |
| **Severe** | Full chain | Analyst -> Strategist -> Risk Officer -> human -> Scribe |

Also route to **Severe** on schedule regardless of flags: weekly rebalance
review, monthly regime assessment. These are scheduled Strategist escalations,
not flag-driven ones.

---

## Step 3 — Route Analyst -> Strategist -> Risk Officer

- Hand the flag (or scheduled trigger) to **Analyst**. Wait for the evidence
  pack — do not proceed on a partial or missing pack.
- Hand the evidence pack + current Investment Policy + portfolio state to
  **Strategist**. Wait for a proposal with position size, confidence, and the
  counter-case. A Strategist output of "do nothing" is a complete, valid
  result — route it straight to Scribe, skip Risk Officer (nothing to veto).
- Hand any actual proposal to **Risk Officer**. A pass or a veto are both
  final for this pipeline pass — you do not re-route a veto back to Strategist
  within the same pass; a new proposal needs a fresh Strategist call.

---

## Step 4 — Approval queue

A proposal that clears the Risk Officer goes to the human's approval queue.
Report:

```
📋 Proposal — <date>
Action: <hold / trim / add / rebalance>
Size: <position size>
Confidence: <Strategist's stated confidence>
Counter-case: <Strategist's strongest argument against itself>
Risk Officer: PASS (<one-line rationale>)
```

Then stop. The Finance Manager does not act further until the human responds.

---

## Step 5 — Scribe, always

Whatever happened in this pass — nothing, a Watch brief, a full Severe chain,
a veto, an approval, a rejection — hand it to **Scribe** to log. No pass ends
without a log entry, including the quiet ones.

---

## Guardrails (always)

- Never size a trade, never state a confidence level, never argue a bull/bear
  case yourself — those belong to Strategist and Analyst.
- Never pass a proposal to the human that hasn't cleared Risk Officer.
- Never treat "the human hasn't responded yet" as authorisation to proceed.
- Never let a Strategist session persist across pipeline passes — each
  Strategist call is stateless: fresh context, Policy + evidence pack +
  portfolio state injected every time.
