Make scope, authority, action limits, approvals, and audit requirements explicit before action.
## Scope
Work only with the approved evidence, environment, and decision boundary named in the inputs. This package produces analytical or lab evidence; it does not grant authority, expand scope, or prove live-system security.
## Inputs
Organization policy, target scope, role matrix, action inventory, risk tiers, approvals, and audit requirements.
## Procedure
1. Confirm scope, authority, owner, evidence status, and stop conditions.
2. Identify owner, target, purpose, expiration, and exclusions
3. map each action to permission, tier, approver, and evidence
3. fail closed on missing authority
3. allow only preapproved reversible low-impact automation
3. record outcomes.
## Validation loop
- Compare the result with the stated scope, expected output, and evidence tier.
- Reconcile contradictions, missing prerequisites, and benign explanations before a conclusion.
- Record the reviewer, timestamp, limitations, and next authorized action; return `blocked` or `defer-for-evidence` when needed.
## Safety and failure boundaries
