## Inputs

- `brain_context`: BRAIN CONTEXT block (injected by command, or loaded below if standalone)
- `org_name`: org to query issues from (required)
- `action`: list | assign-self | unassign | close
- `assignee_id`: user/agent id to filter by (default: local-operator)
- `issue_id`: issue id (required for assign-self / unassign / close)
- `status_filter`: active | todo | in_progress | blocked | in_review | done | cancelled | all (default: active = todo+in_progress)
- `caller`: command | master
