# Skill: Route compliance to counsel

## Step 1 — Map the workflow

## Step 2 — Read the QC signal
QC/defect rate as an operational quality signal, not a verdict (§3 #6).
## Step 3 — Separate operational from regulatory

## Step 4 — Route the determination
Every TRID/ECOA/HMDA/fair-lending/UDAAP determination to counsel — never in-team (§2).
## Output
