## Step 1 — Compute realization
Collected ÷ standard value; and billed-vs-collected (§3 #1).
## Step 2 — Locate the leakage
Write-downs (pre-bill), write-offs (post-bill), and A/R aging.
## Step 3 — Attribute the cause
Scope creep, un-budgeted matters, or collection follow-through (§3 #4, #7).
## Step 4 — Act
Map the fix to the leakage source.
