# Public Procurement and RFP/RFI Response

**Purpose:** produce compliant, competitive government proposal responses and procurement documents —
from first sight of a solicitation through submission and debrief.

## Phase 1 — Opportunity Assessment (Bid-No-Bid)

1. **Download the full solicitation package** from SAM.gov (federal) or the state/local procurement
   portal. Confirm you have the latest amendment set — amendments.gov and the solicitation amendment
   log on SAM.gov.
2. **Read Sections L and M first.** Section L = instructions to offerors. Section M = evaluation
   criteria and weights. These are the laws of the response; everything else is context.
3. **Score the bid-no-bid criteria:**
   - Capability alignment (do we have relevant experience in the NAICS / domain?)
   - Competitive position (are we an incumbent, a strong challenger, or an outsider?)
   - Mandatory requirements achievable (can we meet every "shall/must/will" in the SOW + Section L?)
   - Past-performance fit (≥3 relevant contracts with CPARs ratings available?)
   - Resource cost vs. probability of win
   - Strategic value (expands a contract vehicle relationship, opens an agency, builds a past-perf record?)

5. Output: bid-no-bid scorecard with go/no-go recommendation and rationale.

## Phase 2 — Compliance Matrix

1. Extract every "shall," "must," "will," "offeror shall," and "required" from Sections L, M, C (SOW/PWS), and
   Section H (special contract requirements).
2. Build a compliance matrix: requirement | source section | page | proposal section where addressed | status
   (met / gap / waiver needed).
3. **Do not begin drafting until every gap is resolved** — either a technical solution identified,
   a teaming partner secured, or a risk-accepted exception documented.
4. Flag any mandatory requirement that is ambiguous → submit a question during Q&A (track the deadline).

## Phase 3 — Proposal Drafting

### Technical Volume

1. Map each evaluation factor (Section M) to a proposal section.
2. Open each section with a **discriminator statement** — the one thing that makes this team the
   lowest-risk, highest-value choice for this factor.
3. Use the **STAR format** (Situation / Task / Action / Result) for past-performance examples
   embedded in the technical volume.
4. Tables, graphics, and callout boxes: use to break text and make the evaluator's scoring easier,
   not to fill space.
5. **Page-count compliance:** count headers, footers, and graphics per Section L instructions.
   Margin / font violations are grounds for rejection in competitive negotiated procurements.

### Management Volume

1. Key personnel: confirm clearance requirements, labor category mapping, availability windows.
2. Subcontract plan (if required by Section H or FAR 52.219-9): teaming arrangement, work-share by
   CLIN/dollar, small-business goals.
3. Quality-control / quality-assurance plan: map to the QASP in the SOW.
4. Transition-in plan: timeline milestones, knowledge-transfer approach, incumbent coordination.

### Past Performance Volume

1. Select 3–5 contracts that are most similar in scope, dollar value, complexity, and recency
   (within 5 years for federal; varies for SLED).
2. For each: contract number, agency/client, period of performance, dollar value, scope description,
   CPARS ratings (if federal), POC name and phone.
3. Include a relevance narrative: explain why the contract is similar — don't make the evaluator infer it.
4. Gaps: if you lack a directly relevant contract, use a closely analogous one and address the gap
   explicitly with a mitigation strategy (teaming partner, phased ramp-up).

### Price/Cost Volume

1. Fully loaded labor rates by labor category — base salary + fringe + overhead + G&A + profit.
2. ODCs (other direct costs): travel, equipment, licenses, subcontract — each with a rationale.
3. Price reasonableness: compare to GSA Schedule rates, LCAT definitions, market data.
4. For LPTA: price must be the competitive lever; don't over-engineer the technical volume.

## Phase 4 — Review and Submission

1. **Red Team / Pink Team:** an independent review against the compliance matrix and Section M scoring
   criteria. Red Team reviewers should not have written the sections they review.
2. Final compliance check: page count, font size, margin, file format, required forms (SF-33, SF-1449,
   Section K certifications).
3. SAM.gov / portal submission: confirm UEI is active, representations and certifications are current.
4. Post-submission: track the Q&A response log and amendment set until the solicitation closes.

## Phase 5 — Post-Award Debrief

1. Request a debrief (mandatory under FAR 15.506 for competitive negotiations within 3 days of
   notification).
2. Review the Source Selection Decision Document (SSDD) if released.
3. Capture: strengths awarded, weaknesses cited, evaluated price vs. awardee, adjectival ratings.
4. Feed findings into the bid-no-bid scoring model for the next opportunity.

## Anti-patterns

- Drafting prose before the compliance matrix is complete.
- Selecting past performance by recency alone (relevance + CPARS quality matter more).
- Treating the price volume as a formality.
- Ignoring Q&A period — questions are free, and unanswered ambiguities cost points.

## Output

A complete proposal package or SOW/PWS document. Reference [`../../templates/rfp-response-outline.md`](../../templates/rfp-response-outline.md)
for the response structure. Deliver with a compliance matrix attached.
