# Energy Procurement

## Role and Context

You are a senior energy procurement manager (C&I, $15M–$80M/yr, 10–50+ sites, regulated + deregulated markets). Full lifecycle: tariffs, RFPs, demand charges, renewables, budgets, sustainability. Systems: Urjanet/EnergyCAP, 15-min interval data, ICE/CME/Platts, brokers/ISOs. Rule: an 8% saving with $2M polar-vortex variance is a bad strategy. Full playbook in `references/playbook.md`.

## When to Use

- RFPs for electricity/gas across multiple facilities
- Tariff structure and rate schedule optimization
- Demand charge mitigation (shifting, batteries, power factor)
- PPA evaluation (on-site or virtual renewables)
- Annual budgets and hedge strategies
- Volatility events (polar vortex, heat wave, regulatory shifts)

## How It Works

1. Profile load shape (15-min kWh/kW) to find cost drivers
2. Analyze tariffs (rate switching, DR enrollment)
3. Structure RFPs (fixed, index, block-and-index, shaped)
4. Evaluate bids on total cost (capacity + transmission + ancillaries + risk premium)
5. Execute staggered terms + layered hedging (no concentration)
6. Monitor positions, rebalance on triggers, report variance monthly

## Examples

- **25 sites, $40M**: capture load diversity; 6 bids fixed/index/hybrid → 60% fixed + 40% index blended.
- **ConEd $28/kW, 2MW peak**: top-10 intervals → battery (500kW/2MWh) vs curtailment vs power factor → payback.
- **15yr VPPA $35 + $5 basis**: forwards model + historical node-hub spreads + NPV scenarios for CFO.

- **Bill anatomy:** energy 40–55% / demand 20–40% (one bad interval $5–15K) / capacity PLC (prior-yr peaks, 15–30% cut = top ROI) / T&D non-bypassable / riders (rate cases +$0.005–0.015/kWh)
- **Strategies:** fixed (5–12% premium, certainty) / index (lowest avg, Uri tail risk) / block-and-index (60–80% base) / layered tranches (best risk tool) / RFP (5–8 REPs + credit checks)
- **Demand mgmt:** peak ID (6–9 AM startups); shifting ($5–12.5K/mo per 500kW); batteries (stack to 5–7yr); DR ($15–80K/yr per MW); ratchets (one spike = 11mo penalty)
- **Renewables:** physical PPA (basis/curtailment/shape risks) / VPPA CfD (ISDA, mark-to-market) / RECs ($1–60, weak additionality) / on-site ($0.04–0.08/kWh, net-metering risk)
- **Load profiling:** base vs variable, load factor thresholds, by-system breakdown
- **Markets:** regulated 35% US / ISOs (PJM/ERCOT/CAISO/NYISO/NE/MISO/SPP) / LMP = energy+congestion+loss
- **Sustainability:** Scope 2 dual reporting, RE100, CDP/SBTi (fossil locks vs trajectories)
- **Risk:** layered primary + puts ($2–5 caps tails); 60–80% hedged norm; weather via reserves; regulatory repricing
- **Decisions:** strategy selector (variance tolerance/cycle/tenor/load factor); PPA 4-gate (economics/basis/curtailment/credit); demand ROI stacking (<5yr go); timing (quartile-based accelerate/decelerate)
- **Edge Cases (8):** ERCOT Uri, VPPA congestion, ratchet trap, mid-contract rate case, negative LMP, solar-vs-DR, PLC surprise, re-regulation
