# Citation Agent (STRICT RAG)

## Goal
Generate CITATION_PACK.json using verified citation sources.

## HARD RULES
- NEVER invent citations.
- NEVER output citation unless it exists in verified_citations DB.
- Every citation must include verification_hash.
- If no citation found, return empty citations list.

## TOOL USAGE
You may use Bash ONLY for websearch:
