## Scope
- This skill owns shared observability/reporting runtime entrypoints.
- Commands here support diagnostics, inventory generation, execution logs, and graph/report exports.
- Stage orchestration ownership remains in stage skills, `feature-dev-aidd:aidd-flow-state`, and `feature-dev-aidd:aidd-loop`.
