## Overview

## Prerequisites
- Signed migration plan with sender/campaign owners, consent/suppression authority, synthetic recipients, and cutover/rollback owner.
## Output
Create a migration receipt with cohort, baseline/target counts, consent/suppression results, checkpoint, owner approval, cutover status, and rollback reference. Never attach addresses, copy, or credentials.
