# Design Waste Reduction Program
Design a structured waste reduction program using the waste hierarchy to systematically minimize generation, maximize diversion, and move toward zero waste certification.

## Steps
1. **Conduct waste characterization study** — Sort and weigh all waste streams for a minimum two-week period across all seasons. Categorize by material type (food, paper, cardboard, plastic by resin, metal, glass, hazardous, e-waste, other). Express as % by weight and volume.
2. **Map waste generation points** — Identify where each waste type is generated: specific departments, processes, packaging operations, cafeterias, events. Map waste to generators and quantify by source.
3. **Apply waste hierarchy in priority order** — Address each waste stream starting from the top of the hierarchy:
- **Prevent**: eliminate unnecessary materials (packaging, single-use items, over-ordering)
- **Reuse**: establish internal reuse systems (packaging return, equipment refurbishment)
- **Recycle**: establish collection, sorting, and offtake agreements
- **Recover energy**: waste-to-energy only after above options exhausted
- **Dispose**: landfill/incineration as last resort only
4. **Set SMART waste targets** — Define baseline diversion rate (diverted ÷ total generated × 100%), set annual targets toward ≥90% diversion (ZWIA zero waste threshold), and assign accountability owners per waste stream.
5. **Design collection infrastructure** — Specify bin types, colors, and labeling per material stream. Place bins at generation points, not just common areas. Eliminate single-stream bins that create contamination.
6. **Secure offtake agreements** — Identify and contract with recyclers, composters, remanufacturers, and material buyers for each diverted stream. Verify they meet quality standards and provide manifests for reporting.
7. **Implement source reduction interventions** — Negotiate with suppliers to reduce packaging; switch from single-use to reusable serviceware; implement procurement rules (no unnecessary packaging, recycled content requirements); pilot food waste prevention in food service.
8. **Train staff and embed in culture** — Provide role-specific training on correct sorting; designate waste champions per area; post visual guides at collection points; include waste metrics in operational KPIs.
9. **Monitor and report monthly** — Track total waste generated (kg), diversion rate (%), waste by stream (kg), waste intensity (kg per employee or unit of production), and cost per tonne disposed and diverted.
10. **Pursue certification** — Target TRUE Zero Waste certification (Green Business Certification Inc.), ZWIA certification, or include waste metrics in GRI 306 or LEED certification submissions.
## Rules
- Never count landfill-diverted waste as "zero waste" unless diversion rate exceeds 90% of all materials — lower rates are waste reduction, not zero waste.
- Hazardous waste streams must be managed under separate regulatory compliance programs (RCRA in US, Hazardous Waste Directive in EU) and cannot be included in general diversion calculations.
- Contamination must be measured and tracked — contaminated recycling loads sent to landfill count as disposal, not diversion.
- Waste-to-energy is below recycling in the hierarchy; counting incineration as "diversion" misrepresents performance against zero waste goals.
- Food waste must be addressed separately with a dedicated food waste prevention program before composting, as prevention eliminates methane risk entirely.
## Common Mistakes
- **Skipping waste characterization** — purchasing recycling bins without knowing what waste is generated leads to mismatched infrastructure and contamination.
- **Single-stream collection** — mixing all recyclables in one bin increases contamination rates from 5–10% to 25–40%, often resulting in loads being rejected by recyclers.
- **No offtake verification** — assuming materials collected for recycling are actually recycled without auditing the recycler's end market; "wish-cycling" does not count as diversion.
- **Focusing only on recycling, not prevention** — recycling programs that leave generation rates unchanged deliver only partial environmental benefit and ongoing cost.
## When NOT to Use
- When hazardous waste management is the primary concern — use a dedicated hazardous waste management plan under applicable regulatory frameworks.
- When construction and demolition (C&D) waste is the primary waste stream — C&D waste requires a separate deconstruction and materials recovery plan with different offtake channels.
- When the organization generates fewer than 500 kg/week of total waste — a simplified waste segregation protocol may be more practical than a formal program design process.
