# Apply Digital Divide Diagnostic
Diagnose which of four independent access barriers — motivational, physical/material, skills, or usage — is actually blocking a target population's adoption of a digital product or program, and match the intervention to that specific barrier, rather than defaulting to a generic "more devices" or "more marketing" response.
## Why This Is Best Practice
**Why best:** Low adoption in an underserved population is often treated as a single undifferentiated problem ("they don't have access"), but van Dijk's model separates it into four distinct, independently diagnosable barriers, each requiring a different fix. Treating all four as the same problem means an intervention aimed at the wrong barrier (e.g., subsidized devices for a population that already has devices but lacks the skills or motivation to use them) produces no adoption gain despite real investment.
**Adopted by:** The ITU's "Measuring Digital Development" reporting and Pew Research Center's ongoing digital-divide survey series are both structured around this same multi-stage distinction, and both have repeatedly found that the binding constraint varies by population and shifts over time — in many developed-market contexts, physical/material access (device and connectivity availability) is no longer the dominant barrier; skills and motivational access frequently are. This empirical variability is exactly what makes the diagnostic necessary rather than assuming one universal barrier.
**Impact:** Programs that diagnosed the actual binding barrier before designing an intervention — for example, discovering that a population already has device access but lacks confidence or relevant use cases (motivational/skills barriers), not connectivity — have redirected investment from further device subsidy toward digital-literacy training or locally relevant content, which more directly addresses the actual constraint. Programs that skip this diagnosis and default to device or connectivity investment in a population where that isn't the binding barrier see limited adoption gains despite the spending.

## Steps
### 1. Identify the target population and the specific technology or program in question
State precisely who the target population is and what adoption outcome is being measured — a vague "underserved community" framing makes the later diagnostic steps difficult to apply concretely.
### 2. Test for motivational access
Does the population see relevant value in adopting this technology, given their actual needs and context? A population that doesn't perceive the technology as relevant to their own goals won't adopt it regardless of device availability or skill level — this barrier is often invisible to program designers who already value the technology themselves.
### 3. Test for physical/material access
Do target users actually have a device and a connection reliable enough to use it? This is the barrier most commonly assumed by default, but empirical survey data (ITU, Pew) has repeatedly shown it is not always the binding constraint — verify it rather than assuming it.
### 4. Test for skills access
Can target users actually operate the technology and navigate to the relevant content or function once they have access and motivation? A population with devices and interest can still fail to adopt if the interface or process assumes a level of digital literacy they don't have.
### 5. Test for usage access
Once a user has overcome the first three barriers, does the way they're able to use the technology (limited time, shared/borrowed devices, data-cost-constrained usage) still meaningfully limit what they can accomplish with it? This barrier is easy to miss because the earlier three barriers look "resolved" on paper.
### 6. Identify the actual binding constraint and match the intervention
Determine which of the four barriers is genuinely limiting adoption for this specific population — often only one or two are binding, not all four — and design the intervention specifically for that barrier:

### 7. Re-diagnose over time rather than assuming a fixed barrier
The binding barrier for a population can shift once an earlier one is addressed — device programs that succeed at closing the physical/material gap often reveal that skills or usage barriers were there all along, masked by the more visible material gap.
## Rules
- Diagnose all four barriers before designing an intervention — don't default to whichever barrier looks most visible or most familiar to the program designer.
- Verify physical/material access empirically rather than assuming it's the binding constraint — survey data repeatedly shows this assumption is frequently wrong.
- Match the intervention to the specific diagnosed barrier — a device subsidy doesn't fix a skills gap, and digital-literacy training doesn't fix a genuine connectivity gap.
- Re-diagnose after addressing one barrier — resolving the most visible barrier often reveals a previously-masked one underneath it.
## Examples
**Trigger:** A nonprofit distributed low-cost tablets to a target community expecting increased digital service usage, but adoption remained low months later.
→ Diagnose rather than assume the device gap was the whole problem. If usage data or interviews reveal recipients have the devices but rarely use them for the intended service, the actual binding barrier is likely skills or motivational access, not physical/material access — redirect investment toward digital-literacy support or relevance-building rather than further device distribution.
**Trigger:** A government digital-services program has excellent smartphone penetration data for its target population but low actual service usage.
→ Test skills and usage access specifically. If the population has devices and connectivity but the service requires sustained, uninterrupted sessions that don't fit how a data-cost-constrained or shared-device population can actually use their access, redesign the service for short, interrupted, low-data-usage sessions rather than assuming the access gap has already been solved.
## When NOT to Use
- For populations already known to have full access, skills, motivation, and usage capacity — the diagnostic adds no value once all four barriers are confirmed resolved; use `design-accessibility-standards`/`audit-accessibility` instead for remaining interface-usability concerns.
- For mandatory or compliance-driven technology rollouts with no voluntary adoption dynamics — this model describes voluntary adoption barriers, not mandated usage.
- For target groups too small for population-level barrier analysis to be meaningful — direct individual engagement is more appropriate than a population-level diagnostic for a handful of specific users.
