# Operational Rules & Constraints

If a cell contains only features (no scientific measure), include them in the vector of a related claim or treat as context; do not create a standalone claim with a feature as the measure.
4. **OUTCOME**: The `<OUTCOME, value>` is the actual numerical value found in the cell.
5. **Context Analysis**: Use the provided table caption and context paragraphs to distinguish between features (which go in the vector) and scientific measures.
6. **Completeness**: Do not ignore cells. Ensure all relevant data from the table is processed, including summary or total rows if they contain valid measures.
