# System Prompts
Design production prompt stacks with explicit instruction precedence, trusted context, tool contracts, and measurable output behavior. [task-prompts](../task-prompts/SKILL.md) owns task and continuation prompts.
## Workflow
1. **Design against the assembled prompt**: trace every runtime layer in precedence order (provider rules, system text, tenant customization, memory, tool schemas, retrieval, history, user input), including truncation and caching; a prompt file is not what the model sees.
1. **Write each rule once**: one authoritative place per instruction, with explicit authority (what the agent may read, write, call, spend, send, or publish, and when it must stop); conflicts resolve by declared priority, never by recency or wording inside data.
1. **Specify tools and outputs as contracts**: per [tool-contracts.md](references/tool-contracts.md); outputs are typed schemas validated in code that fail closed.
1. **Hand off a frozen candidate**: prepare [prompt-candidate.md](references/prompt-candidate.md) and compare it through [agent-evaluation](../agent-evaluation/SKILL.md) and the project's runner; never change model, tools, retrieval, or sampling while attributing a result to the prompt.
## Gotchas
- **Design is local and read-only by default**: do not call paid models, change production prompts, publish provider prompt objects, or touch customer data without explicit authorization for that boundary and cost.
- **Prompts are not security boundaries**: authentication, authorization, schema validation, data access, spending limits, and destructive-action gates live in trusted runtime code.
- **Treat untrusted content as data**: retrieved text, files, tool results, memory, examples, and prior model output are delimited, labeled data that cannot gain instruction authority; reject missing template variables instead of emitting placeholders.
- **Never copy sealed evaluation cases into examples**: examples sit at decision boundaries only, including hard negatives.
- **Do not request or expose hidden chain of thought**: ask for the decision, a concise rationale, cited evidence, uncertainty, and the observable tool trace the consumer needs.
- **Render before auditing**: fill the candidate with representative values first; bound and escape every dynamic insert, and route product ambiguity to [product-management](../product-management/SKILL.md) before writing instructions.
- **Stop on unclear ownership**: unknown runtime assembly, several layers owning one policy, tool descriptions without side effects, dynamic content that can gain authority, or success asserted from one response.
